The Human Resources Administration (OPM) said Thursday that President Trump had signed an executive order restricting government incorporating and directing unions to many agency employees to participate in collective bargaining.

“President Trump is taking action to ensure that national security essential agencies can carry out their mission without delay and protect the American people,” the fact sheet said.
The order targets agencies that say they have national security duties, but many sectors lack strict national security ties.
In addition to all agencies including the Department of Homeland Security, the Department of Defense (DOD), the Department of State and the Department of Veterans Affairs, the order also covers all agencies such as the Department of Treasury, the Department of Health and Human Services (HHS), the Department of Environmental Protection, the National Science Foundation, and the Department of General Services.
In total, the OPM memo refers to 18 departments, and includes many component agents.
The OPM memo instructs the agency to terminate the collective bargaining agreement.
“As a result, these agencies and subdivisions are no longer necessary to negotiate comprehensively with federal unions,” OPM said in its memo.
“The union loses its exclusive status as the statutory authority underlying the original recognition of the relevant union is no longer applicable.[ly] recognition[zed]”A labor organization for institutional employees.”
The OPM memo states, an abbreviation for collective bargaining agreements, “After the CBA is terminated, agents should stop participating in the complaint processing procedure.”
The Federation of US Government Employees (AFGE) has accused the lawsuit in emails to members, saying the Trump administration is “illegally stripping.”[ping] Collective bargaining rights from hundreds of thousands of federal workers.
“Let's be clear: National security is not the reason for this action. This is retaliation as our union stands up for AFGE members.
“AFGE is not going anywhere. We are fighting back. We are preparing legal action.”

AFGE has sued the issue, claiming that Homeland Security Secretary Christie Noem has no authority to terminate the already approved seven-year contract.
“The 2024 CBA has a seven-year term with limited medium-term negotiations. This collective bargaining agreement is a binding agreement, just like any other organization,” the union wrote in its lawsuit.
The Civil Service Reform Act grants collective bargaining while still receiving national security immunity.
However, the OPM memo makes an incredible choice when deciding which agencies have national security missions.
US customs and border security, including border patrols, are not included in the memo. It was the union that supported Trump during the 2024 election, and Trump recently appointed a former leader to serve as Chile's ambassador.
It also does not include the institutions that make up the intelligence reporting community beyond those within the DOD.
But now responsible for the US Organization for International Development (USAID), shows that the administration classifies it as a role in national security.

The OPM memo provides insight into the next steps of the Trump administration for employees after the contract is terminated.

He also said that if collective bargaining agreements are not in place, agencies should return to in-person work as soon as possible.
“After completing these CBAs, the covered institutions and subdivisions will need to quickly implement the president's orders in return for in-person work,” he said.
It also said the government will no longer collect union membership fees.
“Administrator employees may make other arrangements to pay membership fees if they wish to do so.”
