Cabinet Committee on Security or CCS – The country’s highest decision body on national security has killed Pakistan over “cross-border collaboration” that emerged in an investigation into despicable terrorist attacks in Jammu and Kashmir’s Pahargam, 26 people, including one foreigner, have been killed.
The Indus Waters Convention was signed on September 19, 1960. The agreement was signed between India and Pakistan, and the World Bank brokered the agreement. The treaty endured three wars between India and Pakistan in 1965, 1971 and 1999, but is now suspended indefinitely.
Announcement of the measure, Foreign Secretary Vikram Misri said, “A briefing to the CCS led to a cross-border link of terrorist attacks, noting that the attack came as a result of successful elections on union territory and steady progress towards economic growth and development.”
He continued it “Recognizing the seriousness of this terrorist attack, the CCS has decided to take the following measures.”
- The 1960 Indus Waters Treaty is held up instantly and effectively until Pakistan abj’s support for cross-border terrorism, credibly irreparable.
- Attari-Wagah’s integrated checks will be closed quickly with effectiveness. Those who pass with valid approval may return by May 1, 2025.
- Pakistani citizens are not permitted to travel to India under the SAARC Visa Waiver Scheme (SVES) visa. SVES visas previously issued to Pakistani citizens are considered to have been cancelled. Currently, Pakistani citizens in India have 48 hours to leave India under the SVES visa.
- Defense or military officials – Navy and aviation counsel for Pakistan High Commissioner in New Delhi has been declared Persona Non-Grata. They have a week to leave India. India withdraws its own defense – aviation advisor to the Indian High Commissioner of Islamabad, Navy. These posts from each high committee are deemed to have been resolved instantly and effectively. The five support staff of the Service Advisor will also be immediately withdrawn from both High Commissions.
- The overall strength of the High Commission will decrease from the current 55 to 30 to be affected by May 1, 2025.
In addition to these, Misri said, “We have announced that the CCS has reviewed the overall security situation and directed all troops to maintain high vigilance. The attacker has decided that the recent extradition of Tahawwur Rana will be held.
In response to the decision to suspend the Indus Treaty, Minister of Water Resources Cr Paatil said, “In the past, Prime Minister Narendra Modi and Minister of Home Affairs Amit Shah have been given an ultimatum (Pakistan).
Indus Waters Treaty – and the meaning of suspending it
Under the treaty governing six common rivers of the 1960 Indus Waters Treaty, India has full rights to the waters of three rivers, Rabbi, Bead and Satrej, while Pakistan has the waters of Indus, Jeram and Chenab to the right.
The Indus Waters Treaty is one of the rare and long-standing treaties between India and Pakistan, and remains the most successful example of cooperation between two nuclear-armed neighbours.
In 2019, after the Pulwama terrorist attacks on paramilitary personnel, Prime Minister Narendra Modi reportedly told the Cabinet Committee on Security that “blood and water don’t flow together.” But at the time I chose not to implement it.
However, the top decision-making group in India, a front of resistance that claimed responsibility for killing 26 tourists in Kashmir in the wake of this coronavirus attack by a Pakistan-based terrorist group, has decided to suspend the Water Sharing Treaty.
The front of the resistance is a derivative of the forbidden Rashkar e Taiba.
The issue of water supply is a serious concern for Pakistan. In recent years, experts have warned that Pakistan is already in an age of acute water shortages caused by a combination of population growth, climate change and poor water management factors.
In the past, when it halted the Indian treaty, Pakistan had said that the move to withdraw from the treaty would be perceived as an “act of war” in Islamabad.
India’s decision to suspend the Water-Sharing Treaty reflects the depth of frustration over Islamabad as a “instrument of national policy” of Pakistan’s terrorism.
SVEC visas have been discarded for Pakistanis
SVEC stands for the SAARC Visa Waiver Scheme. Under this program, special travel documents will be issued to senior officials of certain categories. This special instrument is exempt from the need for visas and other travel documents.
Currently, this list includes 24 categories of people, including senior officials, high court judges, councillors, senior officials, business people, journalists and athletes.
