Democrat, Florida State Rep. Kelly Skidmore said it’s definitely not okay to watch a video showing her daughter’s life that began with conception as her Florida home has passed measures to allow middle and high school students to watch videos about human outbreak development.
“And if my daughter was about to be forced to watch a video of Life beginning with conception, I don’t share that opinion, so I’m sure it’s a problem with it,” she declared. “Because that’s not true.”

Florida House Passed Education Bill HB 1255 86-27 votes. The bill in part requires that it describes “health education for students in grades 6 to 12 to include guidance on embryological development in humans.” However, this measure also includes exemptions for parents to opt out of informational teaching about human development and development. The district also requires parents to notify them of their right to exempt on this topic.
The House Student Success Subcommittee approved the measure in March. According to the bill, informational videos should include ones that describe “high-resolution medically accurate ultrasound videos, with a period of at least one minute, showing movements of the heart and other organs, limbs and head.”
Additionally, “High quality, medically accurate, computer-generated rendering, animation, video or other multimedia should be shown and described various stages of fertilization and human development in the uterus for at least three minutes.
“Students whose parents make written requests to the school’s principal shall be exempt from teaching human development,” the bill added, noting that students may not be penalised for the exemption.
“Each school district will notify parents of this right and the process of requesting this waiver on the district’s website homepage,” he adds.
Florida Phoenix Note The fetal development video is “not included in the Senate version.”
Rep. Dana Troubsy said of her bill: “This is not propaganda. It’s not political. It’s a great education bill that happens to have that part of the development of biology and human life.”
Many politicians have tried to find the central ground with a six-week abortion ban, but fetal development is already going well at that point, with babies measuring the size of sweet beans. Mayo Clinic:
At the sixth week of pregnancy or four weeks after conception, the neural tube along the baby’s back is closed. The brain and spinal cord develop from the neural tube. The heart and other organs begin to form.
Cleveland Clinic If you say this:
Week 6: Small buds that will be in the arms and legs will also develop. The blood cells are shaped and circulation begins. The structure that can be used to form the ears, eyes and mouth becomes the shape. Your healthcare provider can probably detect pulses of clusters of cells that form the heart with vaginal ultrasound.
The potential measure occurs as abortions again increased in 2024, resulting in an estimated 1,038,100 fetuses killed in the United States.
