India Calls for Civilian Defense Exercises Amid Rising Tensions with Pakistan

On Monday, India’s Ministry of Interior (MHA) instructed several provinces, including the disputed Jammu and Kashmir region and areas bordering Pakistan, to carry out civil defense drills due to escalating tensions with Pakistan.

While India and Pakistan have yet to engage in open conflict beyond minor exchanges of gunfire by border guards, both nations have imposed numerous sanctions on each other following a deadly terrorist attack on April 22 in Pahargam, which is a well-known destination for Himalayan tourists in Kashmir.

Indian Prime Minister Narendra Modi has vowed to pursue those responsible for the attack relentlessly, emphasizing a commitment to justice for the tourists who were targeted.

Many in India suspect that the Pakistani government either ignored the attackers or was complicit in the incident. Pakistan, in turn, has denied any involvement and criticized India for insinuating that it may have caused the violence. Pakistani officials have indicated that they believe India is on the verge of launching some military action.

On Monday, the MHA issued instructions for various Indian states to practice evacuation plans, evaluate communication systems, and test air raid sirens. The drills aim to educate civilians on emergency procedures and include deploying camouflage on critical sites.

Districts mandated to conduct these drills include areas stretching from New Delhi to the Pakistan border, including parts of Jammu and Kashmir. Longtime residents have mentioned that such civil defense exercises haven’t been seen since the 1971 India-Pakistan war.

According to the MHA order, “It is prudent to ensure that state/UT’s civil defense readiness is consistently maintained, considering the new and intricate threats posed by the current geopolitical landscape.” Here, UT refers to Union Territories, which are directly overseen by the central government based in New Delhi.

Indian officials have noted that as civil defense drills commence, they quickly identify areas that need improvement.

Meanwhile, Pakistan has conducted a missile test on Monday, marking the second test in three days. The latest missile is from the Fatah series with a range of about 75 miles, following previous tests that included Abdali-class ballistic missiles with a much longer range.

Pakistan’s Prime Minister Shehbaz Sharif stated that the missile tests demonstrate his army’s “complete readiness for national defense.”

He added that “the successful launch of the training clearly indicates that Pakistan’s defense is in strong hands.”

India recently undertook a significant non-military action by requesting the International Monetary Fund (IMF) to review its loans to Pakistan, which received $7 billion in relief last year.

Observations from Moody’s indicate that the ongoing cessation of trade and travel between India and Pakistan could have severe repercussions for Pakistan’s economy, significantly affecting the government’s fiscal stability, while India would bear relatively less impact.

The UN Security Council (UNSC) questioned Pakistan regarding the Rashkar Aetaiba terrorist group, which India has implicated in the Pahargam attack during a session that was not as amicable as Pakistan anticipated. The Security Council dismissed Pakistan’s claim that the attack could be a “false flag” operation conducted by others.

UN Secretary-General Antonio Guterres stated, “Targeting civilians is unacceptable, and those responsible must be held accountable through reliable and legal means,” during a press conference on Monday.

Guterres urged for “maximum restraint,” stressing to both nations that it is vital to avert uncontrollable escalation at this critical time.

“Avoid missteps. Military solutions aren’t solutions. I offer my support to both governments for the sake of peace,” Guterres added.

He reiterated that the United Nations is ready to support efforts aimed at diplomacy and commitments to peace.
