The family of Sam Lilly, a pilot who tragically lost his life in a collision involving an American Airlines jet and a Black Hawk helicopter earlier this year, is determined to convert their grief into action.
“We [want to],” said Tim Lilly, Sam’s father and fellow pilot, highlighting their commitment to honor the lives of all 67 individuals involved in the crash, which occurred near Ronald Reagan Washington National Airport. Since that unfortunate day, the Lilly family has been advocating for improvements in aviation safety protocols, specifically addressing the coordination of military and commercial flights in the vicinity of the Pentagon.
Tim Lilly believes long-standing issues at Reagan National Airport have played a significant role in this tragedy, naming outdated systems and hazardous procedures as key factors.

“It really only takes a moment to assess how to exit the Pentagon area safely. With the way aircraft approach Runway 19, no helicopters should be turning east near commercial planes,” he remarked.

Tim reminisced about discussions he had with Sam concerning the complexities of flying into that airspace.
“We often talked about the challenges associated with DCA and Ronald Reagan International,” he mentioned.
Their concerns reflect broader aviation industry challenges. A New York Times report following the accident pointed to a staffing shortage at the Reagan Control Tower, revealing that the Federal Aviation Administration (FAA) had unfairly rejected qualified applicants based on race.
Tim also raised worries about outdated air traffic control technology.
“The current systems just can’t keep pace with today’s demands; they’ve been around for decades,” he noted.

Despite the tragedy, the Lilly family is hopeful for meaningful changes. They trust Transportation Secretary Sean Duffy to take prompt action following the incident.

“Committee Duffy understands the urgency,” Tim stated. “We met him shortly after the crash. He’s taking steps to address our concerns. I urged him to act quickly, not at the usual government pace.”
The Department of Transportation has unveiled an ambitious three-year plan to revamp the nation’s air traffic control system. Recent proposals include enhanced radar, a new communications network, and the establishment of six additional air traffic control centers across the country.
Sam’s family expressed heartfelt thanks for the administration’s backing.
“We genuinely appreciate President Trump’s initiative in launching this program,” Tim said.
“Every family deserves the assurance that their loved ones are flying on a safe commercial flight,” he emphasized. “This is a bipartisan issue; we seek support from everyone. I believe all Americans deserve safe skies.”
Even as these discussions gain traction, the Lilly family asserts their advocacy has only just begun.
“We’ve been committed to this for quite some time,” shared Sam’s stepmother, Sheri Lilly. “Tim and I want the name Sam Lilly to be synonymous with aviation safety.”
