Ex-DA Claims Allegation Against Undocumented Immigrant Charged in Jocelyn Nungaray Murder

New Developments in the Jocelyn Nungaray Case

Harris County District Attorney Kim Ogg announced on Thursday that one of the men charged with the rape and murder of 12-year-old Jocelyn Nungaray, Franklin Jose Pena Ramos, has a history of sexual assault against an American woman. This revelation was made after the woman, who spoke out against Ramos—one of the two Venezuelan nationals implicated—reported the incident to Costa Rican authorities, but according to Ogg, nothing was done in response.

“This was an issue for American citizens who came forward after seeing their images broadcast on national television,” the DA stated. “When she reached out to officials in Costa Rica, there was no action taken. Just imagine how frustrating that must have been for her. I certainly don’t want this swept under the rug.”

Ogg added that the woman’s accusations were significant in her decision to seek the death penalty for Ramos, expressing admiration for the courage shown by victims. “It genuinely surprises me how brave victims can be, and it played a crucial role in determining the appropriateness of pursuing the death penalty,” Ogg explained.

Jocelyn’s mother, Alexis Nungaray, responded to Ogg’s comments, voicing her pain as she learned about the other victim. “Knowing this has happened to someone else—it breaks my heart. A part of me shatters,” she said.

Despite her grief, Nungaray expressed hope that the attention on these allegations might empower other victims. “I pray that those who have been affected can find the strength to step forward. What they’ve endured should not remain in darkness,” she stated.

In related developments, District Judge Josh Hill imposed stricter gag orders to prevent Ogg from disclosing details of the case to the media. Harris County’s General Counsel, Josh Reiss, criticized Ogg for potentially jeopardizing the case through her public statements, arguing that her actions were counterproductive to the legal profession. The defense team’s attorneys claimed that media statements could influence potential jurors.
