Nation's Main Rival Aims to Attract Scientists Displaced During Trump's Term

Chinese Government Lures U.S. Scientists with Job Offers

The New York Times reports that the Chinese government is ramping up efforts to entice American scientists to relocate to China, offering job security in return for their expertise.

Notably, Nobel Prize-winning scientist Ardem Patapoutian from Scripps Research was offered the opportunity to move his lab to any city or university in China, along with guaranteed funding for two decades. This information surfaced through a post on Bluesky, as Patapoutian’s federal research funds have been frozen. Although he turned down the offer, foreign policy experts have expressed serious concerns regarding national security implications.

Former U.S. ambassador Joseph Cella stated, “China is aggressively pursuing this. It’s incredibly opportunistic, and the Chinese Communist Party will lie, cheat, and steal to outpace the U.S. This is an asymmetric conflict.” He highlighted that China’s strategy is relentless and may lead to serious consequences.

Cella brought attention to the loyalty of many Chinese academics and researchers to the Communist Party, suggesting it undermines U.S. national security. He mentioned that Chinese researchers might be compelled to align with government mandates, which raises questions about their real motives.

Since the Trump administration started cutting federal funding, many researchers have considered international roles. Chinese recruiters have increasingly targeted U.S. scientists on social media, encouraging them to explore opportunities in mainland China.

There’s also a particular interest from universities in Hong Kong, which are looking to hire Harvard students due to restrictions on international students at other institutions.

Cella noted that the Communist Party of China aims to achieve global dominance by stealing U.S. technology and expertise. He argued that it’s crucial to confront CCP operatives and enhance penalties for those who betray U.S. interests.

He also referenced the Thousand Talents Program, indicating their collaborative efforts with university researchers to boost bio-research through corporate espionage.

In a 2018 report, the White House indicated that China is estimated to steal between $180 billion and $540 billion annually in intellectual property. A recent report from the 2024 House Selection Committee found that significant amounts of U.S. federal research funding have bolstered China’s technological growth and military modernization.

This report also underscored the role of partnerships between China and American institutions as channels for critical technology and know-how to flow back to China.

In a letter dated March 26, 2024, White House Office of Science and Technology Policy director Michael Kratzuos highlighted the urgency of countering such threats in scientific research.

Neither Patapoutian nor the Chinese Embassy responded to requests for comment.
