Russia sanctions legislation seeks to provide Trump with influence to resolve the Ukraine conflict.

President Donald Trump is actively pursuing a ceasefire and a fair resolution to the ongoing conflict between Russia and Ukraine. His administration is exploring options, but it appears that President Putin’s focus remains solely on military aggression in Ukraine and possibly beyond.

The next few days will be crucial for those backing Putin’s war efforts. It’s likely that both Europe and the United States will need to take additional actions to respond to the situation.

The war has garnered international attention, not just for its chaotic nature but also for its potential impacts on global stability.

Efforts are underway to draft a legislative package with input from the White House and support from over 84 senators and 70 House members, aimed at imposing mandatory sanctions and tariffs on Russia. Both I and nearly all supporters of the Russian Sanctions Bill believe that how we engage with Putin influences global dynamics, whether that encourages unfavorable behaviors or not.

This legislation aims to disrupt a cycle where, for example, China’s authoritarian regime can benefit from purchasing oil at low prices from Russia, thereby fueling its military actions against innocent Ukrainians. Ending this cycle is essential.

China is closely watching the U.S. response to Putin’s actions—notably in Ukraine and potentially in other territories. While I don’t aim to humiliate Russia, it’s important that China recognizes the implications of this conflict and understands that any aggressive moves toward Taiwan might not serve them well.

Additionally, we need to communicate clearly to Iran and other aggressive nations that the risks outweigh any potential rewards of destabilizing the world order or invading neighboring countries.

I’ve been quite impressed by Europe’s recent resolve, particularly in enhancing sanctions and bolstering military investments. Europe has heeded Trump’s call to increase defense spending to 5% of GDP, which has made NATO stronger than ever in response to Putin’s actions. However, decisive action is still needed to bring an end to this conflict swiftly.

Unfortunately, I see that as Trump engages further with Putin, the latter’s aggression sometimes seems to escalate. We must redefine our strategy.

This week saw a new set of European sanctions targeting the Russian energy and banking sectors, which are more aggressive now. The proposal suggests lowering the price for Russian oil from $60 to $45, aiming to decrease revenue that supports Putin’s ongoing military campaigns.

There’s a growing bipartisan support for the sanctions bill in Congress, with the intention being to equip President Trump with greater leverage to hasten the end of this war.

The components of this bipartisan bill are straightforward, with some key changes made. First, if a country refrains from engaging in business with Russia, the sanctions won’t be applied. Second, if a country does deal with Russia, but helps Ukraine militarily and economically, it can benefit from a 270-day exemption from sanctions. Lastly, if a country imports cheap Russian oil and gas without assisting Ukraine, it will face consequences, as that helps sustain Putin’s military power.

Historical sacrifices by the U.S. and its allies have been made to uphold freedom and maintain global order.
