Harris Warns of Senate GOP Pressure on Trump
Andy Harris, the chairman of the House Freedom Caucus, has expressed concern about potential pressure from Senate Republican leadership on President Donald Trump regarding a Senate version of the proposed “big and beautiful” bill. In an interview with the Daily Caller News Foundation, Harris indicated that he is prepared to oppose any Senate proposal that attempts to go through without significant changes.
He isn’t alone in this stance. Harris remarked that if Speaker Mike Johnson puts the Senate bill up for a vote, it will likely fail in the House. He voiced strong reservations about the Senate’s current draft and believed it undermines crucial reforms aimed at reducing deficit spending and did not adequately address issues like waste and fraud in Medicaid.
“They’re going to lose their bet,” Harris said, referring to the Senate’s push for support of the bill. He was notably the only GOP member to vote in favor of a presentation on a prior version of the bill, which he felt was vital in addressing spending concerns.
Harris warned that the House would oppose any Senate alterations that reverse the reforms already established or increase the deficit. He highlighted that Senate Majority Leader John Tune is attempting to push the Chamber of Commerce’s budget bill through by the weekend. Meanwhile, a range of Republican holdouts might stall progress, particularly Finance Hawks who argue the current version doesn’t cut spending aggressively enough. Trump had set a July 4th deadline for passing his comprehensive bill, which raises questions about whether Congress will meet that timeline.
Before Trump can endorse any legislation, the House must approve the Senate bill, and Harris pointed out that previous Senate proposals failed to align with the House’s budget goals, which include additional tax cuts.
“It’s far away,” he told the DCNF, casting doubt on the Senate’s current approach. He elaborated on his view that the Senate’s proposal would dilute the priorities set forth in the House, particularly concerning the elimination of Medicaid waste, fraud, and abuse, while potentially increasing the deficit significantly over the next decade.
Harris indicated that Senate Republicans would need to find an additional $1 trillion in spending cuts to accommodate the impacts of their current proposal if they wish to secure support.
He suggested that the Senate should adopt more aggressive reforms to Medicaid. Although there have been some changes to the qualification program in the Senate proposal, Harris believes more should be done to lessen the federal spending for the Obamacare expansion population, which he feels is disproportionately supported compared to other groups, such as pregnant women and the disabled.
Furthermore, Harris urged the Senate to eliminate the Green Energy Tax Credit that was implemented during the Biden administration, calling it a significant drain on resources.
