UN rapporteur facing criticism over anti-Israel report aimed at businesses

UN Report on Israel Sparks Controversy

A recent UN report, titled “From the Economy of Occupation to the Economy of Genocide,” has generated significant backlash and concern regarding Israel’s actions. The document was authored by Francesca Albanese, the United Nations Special Rapporteur addressing issues related to Palestinian territories. In her report, she recommends imposing sanctions on “entities and individuals involved in activities that could jeopardize Palestinians’ safety.”

Some experts contend this report is a stark departure from previous publications by Albanese. Anne Hertzberg, legal counsel for NGO Monitor, noted the unique nature of this document, highlighting its explicit recommendations for boycotting and sanctions against Israel. Hertzberg expressed concern that, despite Albanese’s independent status, her findings might appear as an endorsement of the Boycott, Divestment, and Sanctions (BDS) movement against the country.

In a response to inquiries from Fox News, the UN High Commissioner for Human Rights emphasized the independence of its special rapporteurs, clarifying that their opinions do not necessarily reflect those of the UN as a whole.

The Authority of the UN Human Rights Council

Hertzberg criticized Albanese’s actions, arguing that she overstepped her role, pointing out that while the UN Human Rights Council (HRC) presented the report, it lacks the authority to issue sanctions. “She has crossed her boundaries,” Hertzberg stated.

Reports also surfaced of Albanese allegedly sending letters to various businesses and NGOs, which seemed to intimidate these entities into complying with her recommendations, framing them as potential accomplices to international crimes such as genocide and apartheid.

Accent on Business and Human Rights

Albanese’s report suggests a misuse of voluntary frameworks intended for businesses to uphold human rights. Hertzberg asserted that Albanese’s interpretations could ultimately undermine the entire premise of business and human rights collaborations.

Following her submission of the report, which occurred just days after the U.S. aimed to address perceived biases against Israel in the UN, Albanese reaffirmed her serious allegations about Israel’s conduct in Gaza, describing it as part of a “genocide campaign.” She accused Israel of committing severe atrocities and using the ongoing conflict as a testing ground for new weaponry.

The Israeli ambassador to the UN, Daniel Mellon, criticized Albanese’s rhetoric as incendiary and lacking legal basis. He suggested that her report perpetuates narratives that support terrorism.

As reactions to the report continue to unfold, the implications of its allegations and recommendations are sure to dominate discussions surrounding the Israel-Palestine conflict.
