Extradition of José Enrique Martínez Flores Marks a Historic Step in Cartel Prosecutions
José Enrique Martínez Flores, an alleged leader of the Venezuelan gang Torren de Aragua (TdA), made his first court appearance in Houston on Friday, following his extradition from Colombia. This case is notable as he is the first individual in history to be prosecuted under cartel-related terrorism charges.
Martínez Flores, reportedly known as “Chuqui,” is believed to have been part of the inner circle of TdA. According to the United States Department of Justice (DOJ), he is also the first suspect to be extradited for terrorism-related charges since the TdA was designated as a Foreign Terrorist Organization in 2025.
“This sets a precedent. As you might expect, with the 2025 administration change, these cartels were categorized as foreign terrorist organizations. This designation is crucial because it enables us to concentrate our efforts on these groups more effectively. We can secure more resources and reach these individuals in their home countries,” stated Jason Hudson, the FBI special agent in charge of Houston, during a press conference.
Hudson elaborated, “Mr. Martínez Flores is the first TdA member to face charges for providing material support to terrorism, and he is also the first to be extradited to the U.S. for such offenses.”
Colombian authorities apprehended Martínez Flores, aged 24, on March 31 after U.S. officials issued an arrest warrant. He faced U.S. Magistrate Judge Christina A. Bryan on Friday regarding charges of conspiracy to provide support to a terrorist organization, as well as direct support to such an organization.
The indictment against Martínez Flores claims that he played a role in an international drug distribution scheme linked to over five kilograms of cocaine meant for U.S. markets. It is alleged that the proceeds from this operation furthered TdA’s criminal agenda.
In fact, on the first day of President Trump’s second term, the group was officially designated as an FTO under a sweeping executive order aimed at all international drug cartels.
“This extradition sends a strong message: Under President Trump’s leadership, we will actively pursue foreign terrorist organizations like Torren de Aragua and ensure they are held accountable,” FBI Director Kash Patel commented in a statement.
