Changes in the Department of Homeland Security

Markwayne Mullin, who assumed the role of Secretary of Homeland Security after Kristi Noem’s dismissal in March, revealed on Thursday that there will be upcoming senior personnel changes within the department.

Todd Lyons will resign as the acting director of the U.S. Immigration and Customs Enforcement Agency, with his departure effective May 31.

“He is an incredible patriot and a dedicated leader,” Mullin remarked. “Director Lyons played a crucial role in assisting the Trump administration in removing harmful elements from American society, including murderers, rapists, and gang members.”

Mullin added, “We wish him all the best in his next venture in the private sector.”

Lyons has been a part of ICE since 2007 and has extensive experience in law enforcement.

Noem took the position of acting coach in March 2025 after the demotion of his predecessor, Caleb Vitello. Lyons was noted as a diligent worker, and his efforts alongside Border Czar Tom Homan were credited with significantly improving community safety.

In the months following his appointment, Lyons faced considerable criticism from anti-ICE advocates, including a notable incident involving New Jersey Rep. LaMonica McIver during a February congressional hearing, where she directly questioned his character and beliefs.

Reportedly, he also dealt with confrontational comments from various politicians, including former California Rep. Eric Swalwell, who called for his resignation. However, Lyons remained firm, stating, “I believe in the rule of law and will uphold my oath.”

According to CBS News, two anonymous U.S. officials indicated that Lyons is planning to leave government to spend more time with his family in Massachusetts.

This focus on family also appeared to have influenced the recent resignation of DHS Assistant Secretary Tricia McLaughlin.

White House Deputy Chief of Staff Stephen Miller described Lyons as “an incredible patriot and dedicated leader” who was integral to the Trump administration’s homeland security efforts.

Meanwhile, Tom Homan praised Lyons’ extensive law enforcement career and the valuable contributions he made to protect national interests.
