The declaration also allows families in Androscoggin, Franklin, Kennebec, Oxford and Somerset counties to be directly compensated for their losses, she said.
It was the first of three storms to hit the state, leaving about 500,000 homes and businesses without power. Flooding reached record levels on the Kennebec River, inundating several communities along the river.

It preceded a series of coastal storms that caused further damage in January. In South Portland, Maine, several fishing shacks were lifted off the ground, and docks, waterfront piers and businesses suffered extensive damage.
