Chicago prosecutor declines to charge ‘dangerous’ Colombian migrant in shooting death of 17-year-old

Cook County State's Attorney Kim Foxx's office has declined to file any charges against a “dangerous” Colombian immigrant arrested on murder charges in Chicago last week.

Fox's decision came after CPD officials shared with Fox News that a “beautiful and promising” 17-year-old girl was killed when a gun illegally obtained by an immigrant went off inside an apartment building.

Chicago police officials told Fox News that 19-year-old Juan David Ramirez Olivo, who was arrested last week on suspicion of murder, lied about being from Venezuela when questioned by CPD. Ramirez-Olivo is a Colombian national.

Immigration and Customs Enforcement officials told Fox News that Ramirez-Olivo had previously entered the United States under a parole program and had been given a notice to appear.

ICE told Fox News that Ramirez-Olivo was taken into custody last Thursday after being arrested and taken into custody on Saturday on charges of first-degree murder.

Chicago police have asked for Olivo to be charged with manslaughter. Fox's office appeared in bond court last Friday afternoon and dismissed the charges against Fox News, citing “insufficient evidence.”

CPD officials said the police chief in charge of the case was not satisfied with Fox's decision and was pushing for Olivo to be prosecuted.

“If you want to say it was a complete accident and not reckless, then at the very least you could charge him with a weapon that he admitted was illegally purchased,” a CPD official told Fox News. “Nobody thinks it's legal to buy a gun from a guy on the street. And he shouldn't even have a weapon.”

On Tuesday, Oct. 1, Ramirez-Olivo was in an apartment with 17-year-old Stephanie Lopez Ramirez when his illegally obtained gun went off, striking her in the arm, according to CPD officials. and died.

A friend of Ramirez's family said, “She was a very sweet girl who loved her family very much. She was always happy and full of life.”

Chicago police confirmed that the female victim was found unresponsive inside a residence with a single gunshot wound to her left arm. Mr. Ramirez was pronounced dead at the scene and a person of interest was taken into custody.

Ramirez-Olivo claimed the shooting was accidental, but Chicago police officials and friends of the victim's family have questioned that claim.

Kim Foxx's office said in a statement to Fox News: “After a thorough review of the information provided by law enforcement, we have determined that the total amount of evidence is insufficient to meet the burden of proof required for criminal charges. I have come to the conclusion that.” “As prosecutors, we have an ethical and legal obligation to make charging decisions based on the law and the evidence. We are open to further consideration as new or additional information comes to us.”

Ramirez-Olivo was arrested in Chicago in March for possessing a knife on the street, according to police records. He was also suspected of stabbing someone before.
