Chris Jahn on Reducing Burdensome Regulations: ‘A True Chance to Enhance American Manufacturing’

Insights on Regulatory Changes from the American Chemistry Council

Chris Jahn, the president and CEO of the American Chemistry Council, praised the Trump administration for its efforts to cut back on heavy regulations, suggesting that these changes could bolster U.S. manufacturing and enhance America’s position globally.

Eli Nachmany, who directs the Office of Information and Regulatory Affairs (OIRA), addressed a gathering of the American Chemistry Council regarding the administration’s initiatives aimed at reducing burdensome regulations. OIRA serves as the main agency overseeing executive branch regulations.

Nachmany pointed out that the Trump administration has successfully removed about ten regulations for every new rule introduced. He highlighted that, remarkably, for every fresh regulation, around 128 existing rules have been discarded.

Moreover, he mentioned plans for the administration to cut approximately $1 trillion worth of regulations in the coming year. He noted, “Elections are not parochial,” emphasizing the significant impact of electoral outcomes.

He also mentioned that efforts are underway to make these regulatory changes a permanent fixture. Nachmany mentioned strategies to counter legal challenges against their initiatives, including those based on the Administrative Procedures Act (APA).

In response to Nachmany’s remarks, Jahn shared a statement reflecting on the importance of getting policies right to maintain America’s competitiveness. He indicated that a transparent and science-based regulatory framework is essential for the chemical industry, enabling firms to invest and grow within the U.S. He emphasized that removing unnecessary regulations—especially those lacking scientific backing—could greatly benefit American manufacturing. Clarity and timely decision-making, he noted, allow companies to adhere to strong standards.

He further argued that economic growth and environmental protection don’t have to be mutually exclusive. Jahn pointed out that through the Responsible Care® initiative, which is mandatory for ACC members, companies continuously enhance their performance in environmental, health, safety, and security realms, contributing to a safer and cleaner industry.

Meanwhile, EPA Deputy Administrator David Fotouhi mentioned that the agency is working on simplifying permitting processes and establishing clear guidelines for implementing the Clean Air Act. He is also focusing on expediting construction endeavors and resolving the backlog ensuing from the previous administration.

Fotouhi reiterated that balancing economic progress with environmental stewardship is possible, stating, “We don’t have to choose between economic growth and the environment.”

In closing remarks to Breitbart News, Jahn stated, “With the right policies, we can continue to lead globally while promoting solutions that protect human health and the environment. This is about ensuring we remain a leading innovation hub and a competitive force.” He added that effectively aligning policies with innovation is crucial for America’s ongoing competitiveness.
