In a move that has stirred quite a debate, city officials in Novato, located in an affluent part of the Bay Area, have approved the construction of a large Costco gas station, even after strong protests from environmental advocates.
The Novato City Council made the decision this week to establish a 28-pump gas station at the existing Costco warehouse within the Vintage Oaks Shopping Center, roughly 30 miles north of San Francisco.
This approval comes despite Marin County’s 2022 ban on new gas stations. The city argues that their prior approval means they can move ahead, regardless of the ban.
In March 2021, the City Council greenlit the gas station plan. This was just before the county-wide prohibition was enacted. According to the city, the prior approval makes this case exempt.
“Costco has been a valued member of Novato’s business community for many years, serving local residents and contributing to the local economy,” Mayor Pro Tem Kevin Jacobs mentioned, noting the importance of the retailer to the area.
He also acknowledged the environmental concerns voiced by community members. “We appreciate their thoughtful approach throughout this process,” he added.
The city conducted a comprehensive review of the project’s environmental impact before giving it the go-ahead, with the Planning Commission granting approval back in April.
“This project will provide convenient options for Costco members, support the continued vitality of Vintage Oaks Shopping Center, and help sustain jobs, spending and sales tax revenue, benefiting our community,” Jacobs expressed.
However, not all residents agree with the decision.
There are many who have opposed the project, arguing the gas station would exacerbate traffic issues, worsen air quality, and increase greenhouse gas emissions.
At a December planning meeting, Pablo Downer Pastor, the chairman of the Novato Sustainability Commission, criticized the plan, asserting that such gas stations would release significant amounts of carbon dioxide annually, undermining state environmental initiatives.
Initially, construction was halted in 2022 after a group of upset residents successfully sued for a more thorough environmental assessment before the gas station could be built. A judge ruled that the city must take a more in-depth look at the potential impacts on the community and environment.
Costco typically offers gas prices that are $0.05 to $0.30 lower than those at nearby competitors in the Bay Area.
This new gas station might come as welcome news to local motorists, especially since the average gas price in Marin County recently reached $5.81 per gallon.
