Fraud Allegations at Minnesota Child Care Facilities

Independent journalist Nick Shirley and his researcher, identified only as David, returned to the Quality Learning Center in Minneapolis on Tuesday wearing sweatshirts that read “1-800 FRAUD.” This followed the viral release of their video alleging fraud within state-subsidized child care facilities in Minnesota.

David informed reporters that he has filed criminal charges against Minnesota Governor Tim Walz in relation to the widespread fraud claims.

A social media post showcased Shirley and David outside the facility in their matching sweatshirts, with a caption stating: “We learn and stop fraud.”

Both sweatshirts featured the phrase “Quality ‘Learning’ Center,” which intentionally misspells the name, reflecting similar signs associated with the Minneapolis site under scrutiny.

This visit by Shirley occurred after the management of the facility argued that his initial video was recorded outside business hours, presenting a misleading image of the center’s operations. State officials and daycare administrators have refuted allegations of fraud, insisting that the centers were operational and that taxpayer funds were properly utilized.

Shirley’s video, which has gained significant traction online, includes multiple visits to state daycare facilities. Quality Learning Center was notably inactive during his filming, despite receiving state funding for child care.

The video has drawn reactions from various public figures, including Rep. Mike Lawler, Donald Trump Jr., and Elon Musk—who all supported Shirley’s findings—while others, like Governor Walz, have pushed back against the claims.

Walz is already facing scrutiny due to the scandal, which reportedly involves losses exceeding $1 billion linked to alleged social welfare fraud, particularly within the Somali community in Minneapolis.

During the Tuesday visit, David reiterated that he had filed criminal charges against Walz regarding the fraud claims. He shared, “I have filed a formal criminal complaint against Mr. Tim Walz for violating Minnesota Statutes 3.971, Division 9,” explaining that he submitted the complaint a few weeks ago. “An investigation is ongoing. Tim will face significant consequences for allowing this fraud to occur.”

David elaborated, “He wanted a voting bloc represented by Somalis, who all vote together. It’s alarming right now that when you visit the facility, people are already chanting Nick Shirley’s name.”
