Daycare owner in Cape Cod sheltered a fugitive Brazilian child rapist, according to a report.

A home daycare in Cape Cod has shut down following reports about illegal immigrants from Brazil, specifically one facing charges of child rape in his home country.

The U.S. Immigration and Customs Enforcement (ICE) Boston apprehended Andretia Golucas, a fugitive who allegedly intended to assault a 13-year-old child in Brazil last October.

“It’s truly disgusting and shameful. It shouldn’t happen, but honestly, I wasn’t surprised,” stated Massachusetts Republican Representative Stephen George Xiarhos. With 40 years of experience as a police officer in Yarmouth County, he mentioned that he knows all too well about background checks and lawbreakers. “This kind of thing should never have occurred.”

ICE reported that Tiago Lucas was convicted in Brazil in 2016 for raping a vulnerable person and subsequently fled the country, eventually making his way to Massachusetts.

Nantucket, known for its affluence and liberal stance, recently recorded six arrests by ICE in just a month, including MS-13 gang members.

The wanted fugitive had been living at a daycare in Hyannis, run by a provider named Francierennes. Boston 25 conducted an investigation into the case.

Records from Early Education and Care (EEC), reviewed by Boston 25, indicated that five separate inspections of daycare facilities found no evidence of Tiago Lucas living at this location during their visits. Nunes, the daycare provider, had been licensed for three years, according to EEC records.

Patricia H. Hyde, acting director for ICE ERO Boston, commented following Tiago Lucas’s arrest in November 2024, suggesting that false representations could jeopardize public safety in Massachusetts.

Xiarhos is advocating for stronger background checks for those moving to Massachusetts. He believes that the aim is to ensure safety in the nation and emphasizes the need for thorough checks, such as the Criminal Offender Record Information, in collaboration with federal law enforcement.

State representatives noted that Massachusetts implemented a law in 1983 to address the homelessness crisis, ensuring housing for those in need, including pregnant women. However, the recent surge in immigration and lack of housing options have overwhelmed the system, costing taxpayers over $3 billion since 2021.

“Forty years ago, when that law was enacted, I don’t think anyone foresaw the influx of people from various states or countries,” Xiarhos remarked.

Governor Maura Healey has suggested amendments to laws that would require criminal background checks.

Gubernatorial candidate Mike Kennelly addressed the issue, claiming that Tiago Lucas’s presence at the daycare highlights a pattern of sanctuary policies in Massachusetts.

“Under Healey’s administration, our community and vulnerable children are at risk,” he asserted.

Tens of thousands of undocumented immigrants with serious convictions, like sexual assault and murder, are walking our streets.

Kennelly continued, “When I’m in charge as governor, this will end. Fugitive protections will no longer apply. We won’t be blind to public safety. I will enforce laws, prioritize children’s welfare, and ensure community safety by expanding background checks.”

It remains uncertain whether Nunes will face charges related to Tiago Lucas’s fugitive status as inquiries are still ongoing.
