Former Alabama City Councilman Accused of Disturbing Threats at Hooters

A former city council member from Alabama, William Carroll Jr., is facing serious accusations following a disturbing incident at a Hooters restaurant. It’s alleged that the 56-year-old made deeply inappropriate threats, including graphic comments about harming young girls and murder, on October 14 at the Mobile location on Airport Boulevard.

Carroll reportedly approached a restaurant employee with statements like, “I rape little girls like you” and “I dig ditches and kill people before,” as outlined in court documents obtained from local sources. Following this, he allegedly directed similar threats toward another staff member, saying, “I kill people for a living and rape little girls like her.” Can you imagine the shock everyone must have felt? It’s just… mind-boggling.

Law enforcement was called to the scene, where they issued Carroll a trespass warning and instructed him to leave the premises. However, he wasn’t arrested on that day. It wasn’t until nearly two weeks later that Carroll was taken into custody and placed in Mobile County Metro Jail, where he soon posted bond and was released.

In a recorded 911 call made by the Hooters manager during the incident, the manager can be heard explaining that such behavior would not be tolerated. Hooters later released a statement acknowledging the disturbing comments made by Carroll, adding that the staff promptly reported the incidents to management.

Carroll previously held a position representing District 2 but lost to Samantha Ingram in the August 2025 elections. Notably, he claims that she did not meet the residency requirements to run for office, alleging that she hadn’t voted in Alabama since 2006 and was registered in Georgia. That’s a pretty bold claim, right? His legal challenge reportedly resulted in $25,000 in fees.

Interestingly, municipal elections in Mobile are nonpartisan, which means neither candidate ran under a party banner. Carroll has expressed his Catholic faith on social media, mentioning how it offers him “faith and discipline.” He even shared his pride in being an alumnus of St. Mary Catholic School and McGill-Toolen, linking those experiences to his service in the community.

As of now, Hooters and the Mobile City Council have not provided any comments regarding the situation. It’s a tragic unfolding of events, really, leaving many to ponder how someone could escalate to such threatening behavior.
