This claim is false because the so-called manifesto is fake. Mr. Mangione's actual manifesto was published in Newsweek magazine on December 11th. A Substack spokesperson denied the validity of this claim in an email to Fact Check.

Similarly, according to newsweekthe Substack account that published the purported manifest appears to have been opened on December 9th, and screenshots on the Internet Archive site show that the publication was posted on the Wayback Machine for two hours as of 9:43 p.m. ET.
