Half-naked sex fiend charged with NYC attempted rape was once given just 15 days behind bars for public sex crimes

A half-naked sex offender accused of trying to rape a woman on a Manhattan subway is now free to assault after being sentenced to just 15 days in prison for two public sex crimes last year. This was revealed in a report by the Post.

Ramel Batten, 44, a homeless career criminal and gangbanger with 51 previous arrests, was arrested in 2023 in connection with two separate lewd acts committed on a Manhattan train. The public prosecutor's office announced that he was slapped on the wrist in 2017.

Ramel Batten was ordered to serve just 15 days in prison for allegedly providing sexual pleasure in front of women in March 2023 and December 2022. Obtained from NY Post

This was not the only time Mr Batten could have been taken off the streets for an extended period of time, but it was not to be. This year, he was arrested for stealing two laptops, but despite having been arrested dozens of times, he only spent four months in prison.

In fact, this reputed gang member had five outstanding warrants at the time he allegedly attempted to rape a woman at the 116th Street/Columbia University subway station around 11:45 p.m. Wednesday. the source said.

“How can you say this is the safest big city in America when you have a man like this walking around the city doing this to innocent, unsuspecting women?” one law enforcement source told the Post.

“When can we distance ourselves from people like this and say enough is enough?”

The 15-day sentence stemmed from two incidents. In the first case, he is accused of providing sexual pleasure in front of a woman on December 21, 2022, inside the 145th Street No. 1 station.

The woman took a photo of him and called police, according to the criminal complaint.

In the second incident, Batten allegedly masturbated in front of a 31-year-old woman on an Uptown 1 train approaching 181st Street Station on March 15, 2023, police said. .

In a March 24, 2023 “global disposition” for both incidents, Batten pleaded guilty to two counts of public indecency, a class B misdemeanor, and was sentenced to two weeks in prison.

On March 6, Batten was sentenced to just six months in prison for stealing two laptops from Upper West Side Citizens Bank, according to the Manhattan prosecutor's office.

According to officials with the city's Department of Corrections, he was in confinement from March 14 to July 12.

Sources said Batten had a total of 51 busts, most of them for offenses such as public indecency, resisting arrest or drug possession.

He also has five bench warrants related to disorderly conduct and petty theft in the Bronx, all of which were issued on April 24, officials said.

According to the criminal complaint, he had continued his perverted behavior as recently as several weeks ago, masturbating on Platforms 1, 2, and 3 of the Broadway 96th Street Station around 8 p.m. on September 4. He was caught doing so.

The charges are not eligible for bail, and Manhattan prosecutors requested supervised release.

And then the most recent and most heinous crime happened

Batten allegedly jumped at a 21-year-old woman as she got off a bench on a platform at the 116th Street/Columbia University subway station around 11:45 p.m. Wednesday.

Sources said Batten allegedly threw the victim, naked with her pants down, against the wall of Station 1, then violently snatched her shirt and shoved her face between her breasts.

Sources said the molester then tried to take off his pants, but the victim managed to escape and ran to the mezzanine of the station, where she told police about the disgusting attack.

Batten was arrested at the scene and charged with attempted rape, police said.

His arraignment in connection with the disease offenses was still pending Friday evening.

Batten, a member of the violent street gang Nine Trey, has a rap sheet of 51 previous busts, most of them for public lewd acts, arrests and drug possession charges. It was against resistance, sources said.

He served his first state prison sentence from October 2010 to March 2012 on charges related to drug sales, according to correctional records.

He was returned to prison in December 2017 for possession of a controlled substance and was granted parole less than a year later.
