New House GOP Bill Aims to Create Emergency Fund for Immigration Enforcement
In a recent move, the House GOP has proposed a new bill designed to establish a “safety net” for federal funding directed at immigration and customs enforcement during emergencies. Representative Michael Rulli from Ohio revealed to a news source that this legislation intends to create a Border Enforcement Trust Fund, utilizing federal revenue sourced from gambling excise taxes.
The proposed law aims to redirect about $300 million annually from the U.S. Treasury General Fund, specifically from taxes imposed on gambling establishments.
Rulli emphasized that this financial support could be crucial for the Trump administration, especially as federal authorities are facing mounting anti-immigrant sentiment and related protests in Los Angeles. He mentioned experiencing a resurgence of hostility similar to that observed in previous years. “In the last 48 hours, I have seen hatred this summer, and what I saw a few years ago is happening again in Los Angeles,” he remarked.
While he believes this funding could address urgent needs faced by immigration authorities, he acknowledged that Congress is currently contemplating President Trump’s “Big Beautiful Building,” which adds another layer of complexity to the situation.
Rulli expressed frustration about funds being placed into the General Fund, emphasizing, “It’s a shame to receive all the money and put it in the General Fund. This [issue] is the number one concern we all noticed in the last election.”
The path forward for this bill may face hurdles, particularly in the Senate, where bipartisan support will be necessary to meet the 60-vote threshold. It’s unlikely that Democrats would be eager to grant Trump additional authority over emergency funds.
Rulli also stated that he hasn’t faced significant pushback from fellow lawmakers regarding this initiative. His bill is among several introduced by House Republicans in response to recent protests in Los Angeles and broader anti-ICE demonstrations occurring across the nation.
