Iran Demands Compensation from Ukraine Over Caspian Sea Incident

The Iranian government is seeking compensation from Ukraine following an incident involving attacks on Iranian vessels in the Caspian Sea last July.

While Ukraine argues that the incident was unintentional, President Volodymyr Zelenskiy has indicated that the ship in question was likely transporting Iranian drone weaponry to Russia, which would be used against Ukraine.

The confrontation occurred on July 25, when Ukraine initiated the attack. Reports indicated that drones targeted two Russian ships believed to be carrying military equipment from Iran.

Iran maintains that one of the vessels involved was a civilian ship, tasked with transporting iron from Russia to an Iranian port. They allege that one sailor died and two others were injured due to the actions taken during the attack.

In response to the assault, Iran expressed outrage, labeling the attack a “hostile and criminal” act akin to terrorism. They summoned Ukraine’s diplomatic representative in Tehran to formally protest, accusing Ukraine of attempting to link the ongoing Russia-Ukraine conflict with tensions involving the US and Iran, thereby drawing European nations into the fray.

Initially, President Zelenskiy supported the attack, claiming Iran not only supplied drones to Russia but that Russia had retaliated by providing Iranian forces with satellite surveillance of Gulf states and US military sites.

“There is a clear correlation between Russian satellite imagery of these locations and Iranian attacks, both before the attack, during attack preparation, and during damage assessment after the attack,” he remarked.

Evgen Kornychuk, Ukraine’s Ambassador to Israel, stated that the Iranian vessel was transporting weaponry instead of civilian goods, which adds another layer of complexity to the matter.

According to an article from the New York Times dated July 28, Iran was contemplating a retaliatory missile strike against a Ukrainian port, although they framed it as a statement rather than a potential major escalation.

Some Iranian diplomats have cautioned against such a move, emphasizing that Ukraine’s subsequent reaction could be stronger than anticipated. Analysts in Ukraine are cautioning against getting embroiled in further conflict while already managing the ongoing Russian invasion.

Iranian Foreign Minister Abbas Araghchi communicated with his Ukrainian counterpart, insisting that the cargo ship attack was accidental. However, Sibiha dismissed these claims as “Iranian lies” in a social media post.

On August 10, Iran reacted strongly against Ukraine’s denial of wrongdoing and its demands for reparations, reigniting a conflict that had nearly been resolved. Iranian officials expressed skepticism about Ukraine’s claim of unintentional action.

“We firmly believe that Ukraine’s assertion of error lacks credence,” stated Iranian Foreign Ministry Spokesman Esmail Bakaei. “They certainly owe us compensation. If they refuse, we will pursue compensation ourselves.”

Furthermore, Kazem Jalali, Iran’s ambassador to Russia, mentioned on Wednesday that Ukraine had yet to fulfill its obligations regarding this situation, although ongoing negotiations were reportedly still in progress. He emphasized the need for Ukrainian partners in Europe and the United States to acknowledge their responsibility for Kiev’s actions and hold them accountable.
