President Joe Biden may grant pre-emptive pardons to Liz Cheney and Anthony Fauci, according to an interview he gave to USA Today's Susan Page.
Receiving a pre-emptive pardon would be an admission of guilt, but some Democrats argue that the pre-emptive pardon is only intended to prevent President-elect Donald Trump from cleaning up Washington.
