On Tuesday, former Republican Representative Joe Borrelli from New York City shared his thoughts with CNN commentator Ana Navarro and host Abby Phillip. He suggested that the U.S. Immigration and Customs Enforcement (ICE) is essentially concentrating its agents in “sanctuary cities.”

Recently, Minnesota’s Democratic Attorney General Keith Ellison, along with Democratic Mayor Jacob Frey of Minneapolis, declared their intention to initiate a lawsuit aimed at compelling the Trump administration to withdraw ICE agents from Minnesota. They are accusing the federal agency of conducting an “invasion.” Phillip prompted Borrelli to clarify why this situation has unfolded, pointing out that there hasn’t been a widespread deployment of ICE agents in Texas, implying that the actions might be a form of retaliation against the Democratic-controlled state.

“There are probably more illegal immigrants in Texas, so why aren’t there more of them?” Phillip queried. Borrelli interrupted, asserting that the reasoning lies in “compliance” with local law enforcement, suggesting that heavy ICE presence isn’t necessary in non-sanctuary areas.

Sanctuary jurisdictions—which include various states, cities, and counties—restrict or completely prevent local agencies from collaborating with federal immigration enforcement. According to Time magazine, President Trump announced on Tuesday that federal funding to these “sanctuary” locales would cease starting February 1.

Phillip challenged Borrelli, asking whether Minneapolis, which houses around 100,000 undocumented immigrants, truly needs a significant ICE deployment. Mayor Frey declared in a recent interview that Minneapolis police would not assist with a federal immigration crackdown that arose following a major fraud scandal, which authorities believe may involve about $9 billion. Navarro accused Trump of specifically targeting Democratic states.

“He really targeted the blue states, especially the people he didn’t like,” Navarro claimed. Borrelli responded affirmatively, “Sanctuary states. Agreed.” Navarro continued, naming individuals like J.B. Pritzker and Gavin Newsom as targets of Trump’s ire, to which Borrelli reiterated his agreement.

In 2017, California approved a “sanctuary state” law, while Oakland’s Democratic Mayor Barbara Lee declared in August that she wouldn’t cooperate with ICE. Similarly, Illinois passed a sanctuary bill in the same year, and Chicago’s Democratic Mayor Brandon Johnson has also expressed opposition to ICE operations.

Navarro stated, “You know very well that this is retaliation. He himself has said that this is revenge and retribution.” She argued that a typical leader would seek to ease tensions in America, rather than exacerbate them, emphasizing that the situation in Minnesota should be condemned across the board.

Borrelli then asked if Navarro truly believed that Minneapolis being a sanctuary city had no relevance, to which she firmly replied, “No, it doesn’t.”
