The Veterans Affairs Bureau also imposes a similar ban on observing President Trump's executive order, which declares that the United States will only recognize two genders.
The concept of Cisgender is often taught in conversion therapy to promote heterosexual behavior.
Beshear said conversion therapy was “equivalent to torture” and that a 2024 executive order attempted to ban taxes to support minors' practices.
He cited statistics from the Trevor Project's 2023 survey. This said 41% of LGBTQ+ youth reported seriously considering suicide attempts in the past year, while 14% said they reported attempting suicide over the past year. Of the LGBTQ+ attempted suicide, 28% reported being threatened with conversion therapy, and 28% reported being exposed to conversion therapy.
GOP lawmakers, including Rep. David Hale, argued that families should have the freedom to choose their choice of mental health care, and that the bill would protect agencies and appointed ministries from discrimination when providing counseling services.
