Mexican President Claudia Sheinbaum has introduced a series of controversial changes to the country's constitution that essentially blocks investigations or actions by foreign law enforcement agencies without permission. This provision allows Mexico to criminally pursue those involved in those investigations. The change comes after the US announced its intention to designate six Mexican drug cartels as foreign terrorist organizations and eradicate them.
This week, Shainbaum submitted a series of changes to the country's constitution, which would change Articles 40 and 19 of the Mexican Constitution if approved by the legislative department.
“What I want to make clear in the face of this designation is that we will not negotiate sovereignty,” Sinbaum said. “This cannot be an opportunity to invade the sovereignty of the US side. So they can name anything they want, but in Mexico it's collaboration and coordination, and never subordinate. It's not interference, it's much less invasion.”
Sinbaum has been severely criticized in the past by Mexican political opponents and press for appearing to be trying to protect drug cartels from the US government.
In the case of Article 40, Sinbaum suggests adding the wording that Mexico will not accept interference, intervention, or other foreign acts that undermine the sovereignty, integrity, or independence of the country. This wording also prohibits violations of Mexican territory through land, sea, or air.
The revision is explained in Spanish as follows: “We also do not agree to intervention in investigations or prosecution without the express approval and cooperation of the Mexican state within the framework of applicable law.”
The second article to be changed is Article 19. This would impose the most severe penalties on Mexican citizens and foreigners who participate in violation of Article 40 and weapons violations, including unconfined prisons.
As reported by Breitbart Texas, the proposed changes will occur soon. The US State Department officially designated six Mexican drug cartels as foreign terrorist organizations (FTOs). The designation prohibits US citizens, foreign governments, and financial institutions from cooperating or protecting with these organizations, prosecuting a new series of criminal charges against anyone who provides assistance or assistance to these organizations.
