The plan does not explicitly eliminate the role of the Palestinian Authority (PA) in governing Palestinian communities in the West Bank. A Palestinian state is also not included, leaving the issue for future bilateral negotiations. I am intentionally vague on these points.
Prime Minister Netanyahu’s goal in leaving these contentious issues undefined appears to be to satisfy the demands of the Biden administration on the one hand and those of his coalition right-wing partners on the other. But on some other issues, Netanyahu is perfectly clear.
One is that the Israel Defense Forces (IDF) must have full freedom to control Gaza’s borders and operate within Gaza to prevent terrorism. From the Palestinian perspective, the Gaza Strip is to be completely demilitarized, with the exception of civilian police.
Another is that Israel would establish a one-kilometre-wide buffer zone within the Gaza Strip, an uninhabited land that protects Israeli border communities that Hamas attacked on October 7 (in contrast, the Biden administration insists it will not lose territory in Gaza). )
