Newsom approves a series of climate and energy laws in California

California Governor Signs Climate and Clean Energy Bill

On Friday, California Governor Gavin Newsom signed a new initiative focused on climate and clean energy aimed at lowering electricity costs, stabilizing the oil market, and reducing air pollution.

The legislation includes several key measures: it boosts climate credits on utility bills, expands the local electricity market westward, contributes $18 billion to the state’s Wildfire Fund, and allocates $1 billion per year for high-speed rail projects.

The Cap and Trade Program, recently rebranded as “Cap and Invest,” has been extended through 2045.

Newsom emphasized the need for clarity in goals and ideals, stating, “This lays it out, but without putting too much pressure on people… The focus on affordable prices really hits home for many.”

In light of recent refinery closures in the state, the governor also approved a bill, supported by Republicans, that promotes additional offshore drilling in Kern County, an area rich in fossil fuel resources.

Republican state Senator Shannon Grove spoke in support of the bill last week, claiming it “stabilizes fuel prices for all Californians.”

Environmental advocates praised the legislative measures, expressing their support for Newsom’s actions. “We commend Governor Newsom and California lawmakers for leading the way in reducing pollution, lowering bills, and building more resilient communities,” they stated. “Now, we must accelerate this kind of progress in California and beyond to tackle the climate crisis effectively.”

Governor Newsom noted California’s commitment to pioneering initiatives in this area, saying, “We’re making strides here today.”

He added that the state is finding a balanced approach to set ambitious goals that other large jurisdictions around the world struggle to achieve, while also working to mitigate the burden on taxpayers.
