Newsom Signs Another Law Claiming to Curb Gas Prices

California Gov. Gavin Newsom (D) signed another bill Monday that takes action on gasoline prices, but also cuts taxes, eliminates the state's burdensome “cap-and-trade” system and imposes restrictions on refineries. He insisted that there would be no relaxation of regulations.

Mr. Newsom did not discuss past legislative failures or explain why the special session blocked Republican ideas such as exempting transportation fuel from cap-and-trade.
