The New Jersey mom was arrested for using an electric shock collar made for a dog by a young child, officials alleged.
Kimberly Cruz Feliciano, 30, of Cape May, New Jersey, was taken into custody after the child appeared at school with a visible mark on his neck, raising concerns from teachers before being taken into custody at the Cape May County Prosecutor's Office. It was alleged in a news release.
These marks were determined by investigators as a result of the electric collars that the child's mother forced them to wear, according to the release.
The shock collar is designed to discharge 100 volts of high charge.
During the investigation, Cape May officials found that Cruz Feliciano further threatened the child with more violence if a poor child reported abuse, the release said.
“This case highlights the continued dedication of law enforcement to protect the most vulnerable members of our community,” Cape May County Prosecutor Jeffrey H. Sutherland said in a statement.
“We take all child abuse allegations to the greatest extent and continue to ensure that those responsible for such heinous conduct are fully accountable under the law.”
Cruz Feliciano is responsible for two counts that endanger the welfare of a child, two worsening attacks, one witness tampering with the threat of power and one obstruction.
Sonia Feliciano, 59, the victim's maternal grandmother, is also faced with one count of obstructing and tampering with the evidence.
