According to the Army, “Charlie” is the second-highest alert level and is “used when there are incidents or information indicating any form of terrorist act or possible attack on personnel or facilities.”

In a statement to reporters, the US European Command (EUCOM) said it was “continually assessing a variety of factors” in both security and safety.

“We are prepared for every possible danger, from radical Islamic terrorism to violent criminals and hooligans,” German Interior Minister Nancy Faser said.
