Authorities in Portland, Oregon, are asking for assistance in locating a woman connected to an alleged attack near an Immigration and Customs Enforcement (ICE) facility. This incident occurred just before 8:45 PM on Tuesday, where a Dialogue Liaison Officer (DLO) was observing gatherings outside ICE buildings in South Portland.
According to statements from the Portland Police Department, the DLO attempted to pursue the woman who allegedly fled the scene after being informed that she was in custody. The DLO reported that the woman did not comply with a legal order, which led to further police involvement. Officers met with the victim around 9 PM to start an investigation into the incident.
The DLO, while sworn in, primarily engages in a dialogue role, stressing, “we cannot be involved in enforcement actions.” This is significant because it reflects a more community-focused approach rather than an aggressive enforcement model.
Though details regarding the alleged assault have not been disclosed, authorities indicated that detectives from the main crime division have taken over the investigation. The announcement mentions that there is ongoing tension in the area, and any arrests might occur later rather than on-site.
This case, like many others in recent years, highlights the challenges and complexities of policing in a politically charged environment. The DLO concept was introduced after the 2020 protests in an effort to foster better relationships between law enforcement and demonstrators. Officer Jessica Ruch described the approach as one that values safety and community engagement, emphasizing that they aim to avoid being seen as adversaries.
Ruch expressed concerns about maintaining a safe environment for all involved, particularly amid worries about potential targeted actions against protestors. The Portland Police Department has not provided immediate comments regarding this latest incident.
