“Joe Biden’s embarrassing outbursts and incomprehensible speech reflect the immeasurable damage his policies have inflicted on our country,” Rep. Andy Ogles told Fox News Digital on Thursday.
“Biden’s frequent slurred speech, lengthy pauses and inability to string together coherent five-word sentences are revealing signs of mental and physical decline,” he said. “It’s unfair to the American people that someone who literally cannot speak should occupy the White House.”
Ogles said the bill, known as the No Juicing Joe Act, was passed because the White House “refused” to test Biden’s cognitive abilities “because they know he would fail miserably.” Biden is scheduled to debate Republican nominee and former President Donald Trump later this month.

“The president, the most powerful person on earth, must be accountable to the people, and it is the duty of Congress to provide accountability,” Ogles said.
Ogles noted that past presidents have dealt with health issues, sometimes including medication that affects behavior, such as President John F. Kennedy being treated by Dr. Max Jacobson, known as “Dr. Feelgood,” and President Woodrow Wilson being incapacitated after a stroke that led to the creation of the 21st Amendment.
“It is symbolic that Republican officials cannot stop expressing how intimidated they are by President Biden’s State of the Union performance,” White House spokesman Andrew Bates said in an emailed statement to Fox News Digital.
“But after losing every public and private negotiation with President Biden, and watching him succeed where Republicans across the board have failed on everything from rebuilding America’s infrastructure to reducing violent crime to winning in the race against China, it’s no wonder those same Republican officials are mistaking confidence for a drug.”
