Republican Skepticism Surrounds President Cook’s Position

Republican lawmakers on Capitol Hill are voicing skepticism regarding President Lisa Cook’s tenure as the first black woman on the Federal Reserve, though they’re currently holding back to avoid clashing with Trump.

When Cook was nominated by then-President Biden in 2022, Senate Republicans did not show their support. Yet, some believe this stems from a perception of weakness regarding Biden and concerns over his influence on the Fed’s autonomy, according to a Republican source.

A senior GOP aide, who preferred to remain unnamed while discussing Trump’s intentions toward Cook, suggested there’s no substantive reason for Trump to take action against her. “If there’s any reason to fire her based on unverified claims, there are countless ways to twist a narrative to justify such a move,” the aide stated.

The source went on to suggest that the ongoing issues are fundamentally about Federal Reserve Chairman Jerome Powell, saying, “They’re clearly trying to box Powell in.” Trump has consistently criticized Powell since assuming office due to the Fed’s reluctance to lower interest rates.

Trump is seeking Cook’s removal following claims from Bill Prute, director of the Federal Housing Finance Agency, who indicated that Cook’s residences in Ann Arbor, Michigan, are essentially loans to her. Cook has firmly rejected these claims, asserting that Trump lacks the justification to remove her from her role. “Trump alleges that he can fire me ‘for a cause’ without legal grounds. I refuse to resign and will continue fulfilling my responsibilities,” Cook stated.

Sen. Todd Young (R-Ind.) remarked on Tuesday that Trump’s push to displace Cook would set a troubling precedent, saying, “We’re uncertain whether the law actually permits that.” Other Republicans have previously defended the independence of Fed officials, maintaining that Trump lacks the authority to dismiss Powell.

Sen. John Kennedy (R-La.), part of the Senate Banking Committee, expressed his commitment to Federal Reserve independence, noting, “Not all nations have independent central banks. Just ask Turkey about their inflation troubles.” Kennedy’s office hasn’t commented on Trump’s intentions towards Cook.

On Monday, Trump announced via his social media platform that he aims to remove Cook, citing authority from the Constitution and the Federal Reserve Act. Some Republicans interpret this move as pressure on Powell, especially as the Fed faces scrutiny for not cutting interest rates amid a slowing economy. “Powell is likely to shield Cook,” the senior GOP aide added. “Trump doesn’t want a battle with Powell; it could provoke an angry market reaction.”

Concerns were raised that even if Trump succeeds in removing Cook, his nominees for her position could struggle to gain Senate confirmation, given the narrow Republican majority on the Senate Banking Committee.

Historically, the GOP has faced challenges in advancing contentious candidates like Stephen Moore and Judy Shelton during Trump’s first term, both of whom withdrew their names after running into opposition from Senate Republicans over various issues.

Senate Banking Committee member Tim Scott (R-S.C.) chose not to comment on Trump’s attempts against Cook, with his staff also declining to provide input. Similarly, Senators Tom Tillis (R-N.C.) and Mike Rounds (R-S.D.), who have defended the Fed’s autonomy, did not respond to inquiries.

In contrast, Senate Democrats reacted strongly to Trump’s announcement, labeling it “illegal.” They argue that it’s a desperate maneuver by Trump, who is seeking a scapegoat to excuse rising costs for Americans and undermining the authority of the Federal Reserve. Cook’s lawyer, Abbe Lowell, stated they would challenge Trump’s actions in court, asserting that there’s no factual or legal basis for the dismissal.

Senate Democratic leader Chuck Schumer (D-N.Y.) criticized Trump for playing a dangerous game that could threaten economic stability, stating, “This reckless power grab must be stopped by the courts before it inflicts lasting damage.”
