Fox's first appearance: Two Senate Republicans are leading efforts to keep military personnel paid during a potential partial government shutdown, as Congress ticks closer to the midnight Saturday deadline.

The hotline is typically a procedure used by senators to pass procedural motions and relatively uncontroversial measures. This practice often results in bills and motions being passed with little or no public debate.
