Spanberger Appoints Writer of FBI's Notorious 'Radical Catholic' Memo to Lead Public Safety

Virginia’s New Public Safety Secretary Announced

Virginia’s Governor-elect Abigail Spanberger, a Democrat, appointed Stanley Meador, a former FBI official known for his oversight during the Catholic Memo incident, as the state’s secretary of public safety and homeland security in early December.

Spanberger emphasized the necessity for the secretary to collaborate with communities statewide amidst “an ever-evolving threat landscape.” She expressed confidence in Meador’s extensive service to protect citizens and support law enforcement, stating she believes Virginia should be a safe place for everyone, regardless of their circumstances.

Meador was in charge of the FBI’s Richmond office in 2023 when a controversial memo, titled “Racially or Ethnically Motivated Violent Extremists Interest in Radical Traditionalist Ideology,” was leaked. This memo’s release drew significant attention, particularly due to its connection to domestic terrorist Xavier Lopez, who faced federal weapon charges following an arrest linked to the memo, as noted in a Justice Department review requested by Congress.

The Justice Department’s inspector general reported that the memo lacked evidence of malice but criticized its analytical standards and professional judgment. Notably, it inadequately substantiated the link between racially motivated extremism and radical traditional Catholic beliefs, leading to confusion about religious affiliations being considered in investigations.

Former Virginia State Representative Tim Anderson remarked that Meador’s oversight created a problematic narrative, merging extremists with regular Catholics attending traditional Latin Masses. He pointed out that the memo faced nationwide condemnation and was retracted due to its inappropriateness.

Anderson noted that this development should concern Catholic voters supporting Spanberger, asserting she’s entrusted a significant role to someone who promoted a discredited memo targeting their faith community under a homeland security guise.

In his acceptance, Meador stated he is eager to uphold Spanberger’s vision with the dedication and integrity that have characterized his nearly 30-year career. Following her inauguration in mid-January, Meador will oversee a key cabinet position, impacting various state agencies, including police, prisons, and disaster response efforts.

As of now, Spanberger’s transition team has not responded to requests for comments regarding the appointment.
