Memphis Lawmaker Proposes Bill to Curb ICE Presence in Schools

A lawmaker from Memphis is advocating for restrictions on the presence of Immigration and Customs Enforcement (ICE) in schools across Tennessee. The proposed House Bill 1482, introduced by Democratic Representative Gabby Salinas, aims to prevent ICE from accessing school campuses and mandates that state officials inform staff, students, and security about their rights if approached by federal agents, unless prior notice is given or certain guidelines are followed.

The initiative addresses the use of public properties, like schools and places of worship, for private immigration enforcement. It is significant to note that the previous administration had overturned a policy that safeguarded sensitive locations from such actions.

“Here in Tennessee, we ask our teachers to work under almost war-like conditions,” Salinas remarked. “What’s transpiring in other cities could easily occur in Memphis, and we simply can’t afford to risk lives or let negative events unfold in our schools where children are meant to learn. This legislation focuses on ensuring the safety of all students and creating a supportive learning environment.”

Salinas made reference to the recent fatal shooting of Renee Nicole Good by ICE agents in Minneapolis, where officials claimed she attempted to hit an agent with her vehicle during an enforcement operation. Following the incident, the federal authorities detained several individuals involved.

Despite Salinas’ push for the bill, passing it may prove challenging, given that the state’s General Assembly has a Republican majority. The Congress is set to reconvene soon, with plans to introduce various bills related to civilian immigration enforcement.

Having introduced the bill earlier this week, Salinas emphasized its importance on Congress’s agenda. “Tennessee is quite a long state, which makes it tricky to interact with other lawmakers when they aren’t in session. This is just the starting point,” she noted.

Additionally, it has been reported that Tennessee Republicans are collaborating with officials from the Trump administration to promote their immigration enforcement objectives. Tennessee House Speaker Cameron Sexton recently highlighted ongoing discussions with Trump’s former chief of staff about strategies for implementing stricter immigration laws in the state.
