Democratic state Rep. Ann Perry’s LD 227, dubbed the “Transgender Trafficker Protection Act” by critics, would codify sex-reassignment mutilation and abortion rights in Maine and place sex-reassignment surgeons in serious danger. This is a radical bill that protects people from such influence. Authorities are prohibited from informing parents of abducted children’s whereabouts if they are said to be seeking “gender-affirming care” in the state.
In recent weeks, LD 227 has been denounced as unconstitutional by Republican lawmakers, the Maine Sheriff’s Association and 16 state attorneys general.
Parent advocacy group Courage Is a Habit led a major campaign this month to raise awareness about LD 227 and get it removed by the commission.
Eight Maine Democrats on the Maine Joint Standing Committee on Health Care, Insurance, and Financial Services, apparently unfazed by parental concerns and overwhelming opposition, voted to move forward with LD227 on Thursday.
Our brethren in the Maine Legislature and the Governor’s Mansion will now see LD 227 become law and begin an interstate battle.
“This bill was already defeated in January,” Courage Is Habit Chairman Alvin Louie told Blaze News, referring to the death of LD 1735, which was killed in committee on a similar bill. “But because they so desperately want their children to be transgender, and so desperately want to separate them from their parents, they are trying to piggyback on the abortion bill to get by.”

Blaze News previously reported that in addition to codifying legal rights to sex reassignment mutilation and abortion without age or duration restrictions, LD 227:
- Help medical professionals avoid professional discipline and legal liability for crimes related to sex reassignment surgeries performed in and outside of Maine.
- Authorizes persons who have been subject to criminal or administrative measures to sue those who seek to hold them accountable.
- Insurance companies are required to cover gender reassignment procedures, but not the medical needs of detransitioners.
- Effectively prevents law enforcement from reuniting parents with children who have run away or been brought to Maine for abortions or sex reassignment.and
- This allows virtually all adults to take children across state lines for “gender-affirming care,” even if the child is not their own or is “incapacitated.” It is recognized that
Republican state Rep. Laurel Libby acknowledged that under LD 227, an individual could bring a child to Maine “against the wishes of the parents” from another state for sex reassignment procedures.
“And Maine law enforcement’s hands will be tied. Maine law enforcement’s hands will be tied. They’re going to have to help actually get that child back to their legal parents.” “You won’t be able to do that,” Libby added.
“This is the worst bill I’ve ever seen, even worse than the one coming out of California. I never thought I’d say that,” Louis previously told Blaze News. ” he said.
Opponents
Tennessee Attorney General Jonathan Scrumetti and 15 other state attorneys general believe the bill was driven by a “totalitarian impulse to suppress dissent and suppress dissent.” In a March 11 letter to Democratic Maine Gov. Janet Mills, he called LD 227 unconstitutional and “required.” By imposing Maine’s views on other states on hotly debated issues such as child sex reassignment surgery, it violates the legitimate policy choices of its citizens. ”
The Attorney General has indicated that he intends to take action if the bill is passed and ratified. With this, a battle with the Federal Army is almost certain.
Mary Ann Lamar, executive director of the Maine Sheriff’s Association, reminded committee members Thursday that LD227 is “unanimously opposed by the Maine Sheriff’s Association Legislative Policy Committee.”
Lamarre noted that the association “could not find anyone who was consulted on the wording of the bill.”

Louie told Blaze News there are two big takeaways for Americans. First, it’s important to recognize that gender ideologues are playing the “long game.” Therefore, they are not deterred by short-term losses. Similarly, conservative victories such as the defeat of LD 1735 cannot be taken for granted or treated as definitive.
Second, Louis pointed out that while important battles are being fought at the legislative level, the fight against radical gender ideology is largely cultural and fought locally.
“This is a reminder that people change their culture.
