Rodriguez Carmona, identified by the TBI as a known member of a violent Venezuelan gang, was handcuffed after officers raided a prostitution ring allegedly operating out of a Chattanooga hotel.
He was charged with patronizing prostitution and possession of marijuana, Xanax, crack cocaine and weapons, authorities said.
It was revealed that Rodriguez-Carmona had been arrested in two other states after illegally crossing the southern border in July 2022. According to U.S. Immigration and Customs Enforcement (ICE).
ICE said the Venezuelan migrant illegally crossed the border near Eagle Pass, Texas, but was quickly released by border officials.
A year later, in July 2023, a judge ordered him deported after he failed to appear in court. But by then, Rodríguez-Carmona had already begun making more arrests.
In February 2023, the illegal immigrant was arrested in New York City on suspicion of shoplifting from a JC Penney department store in Queens.
He was released with instructions to appear in court in three weeks, sources told the Post, and a warrant was issued for his arrest after he failed to appear at a scheduled court date.

A year later, in February 2024, Rodriguez-Carmona was arrested in Chicago on suspicion of being involved in a drive-by shooting that left a 27-year-old woman in critical condition in Chicago's Little Italy neighborhood. According to local reports.
He was charged with felony unlawful use of a weapon, failure to have a firearm identification card, driving without a license, driving without insurance, and possession of adult-use marijuana in a motor vehicle, but was later released, according to reports. It is unclear why he was released.
One month later, in March 2024, ICE's Removal Operations Division in Chicago Rodriguez-Carmona was arrested and taken to the Dodge County Detention Center in Juneau, Wisconsin, pending deportation proceedings.
“This Venezuelan non-national posed a serious threat to the residents of our community,” said ERO Chicago Field Office Deputy Director Raymond Hernandez at the time.

Mike Mears, a spokesman for Homeland Security Investigations Nashville, told the Post that the case is “part of an active, ongoing investigation,” adding that ICE did not release Rodríguez-Carmona when he was released. The reason was not disclosed.
TBI Director David Rausch expressed concern about Torren de Aragua's “temporary tactics” of allowing them to “move” around the country until they are settled somewhere they feel “comfortable.”
