As President Donald Trump prepares for his meeting with Chinese President Xi Jinping in Washington this week, there’s a lot on the agenda. Key topics will include trade, tariffs, rare earth minerals, national security, and supply chains.

However, what looms largest is a technological competition that could dictate the future balance of economic and military power: artificial intelligence. This isn’t just a race to develop the most advanced AI model; it’s about who controls the foundational technology behind it all.

The U.S. still leads globally in advanced AI technology and semiconductor design, but China is eager to lessen its reliance on American innovations. Huawei is at the forefront of this effort, and that should certainly capture Washington’s attention.

For years, the U.S. has implemented export controls to limit China’s access to advanced semiconductors and manufacturing technologies, especially those with military potential. The goal has been clear: to prevent America’s cutting-edge technology from enhancing a strategic competitor’s military might. Yet this has inadvertently pushed China to accelerate its own AI development, aiming for a self-sufficient ecosystem.

The question now extends beyond how to keep vital American technology away from China; it’s also about ensuring the rest of the world opts for American innovations over Chinese alternatives. They’re intertwined, yet distinct issues. If American technology becomes hard to access, it encourages China to accelerate its substitutes, with Huawei being quite keen on that.

The U.S. holds significant advantages: innovative semiconductor designers, leading AI firms, robust capital markets, and top-tier universities. Yet, technological leadership isn’t guaranteed. It’s something that must be continuously defended, or else it might slip away as competitors thrive.

Calls for slowing down AI development in the name of safety raise valid points that deserve rigorous dialogue. AI does pose substantial risks, and export controls can serve a national security purpose, but with every restriction come consequences.

The crucial question is whether a limitation genuinely enhances American security without inadvertently aiding China’s competing technology ecosystem. Because, rest assured, both Huawei and global demand for AI solutions are not going to pause.

The U.S. has a vested interest in maintaining its position at the heart of technological ecosystems. Previous leaders allowed vital manufacturing capacities and supply chains to shift abroad; this must not be the case for AI infrastructure.
