The White House unveiled a new 20-point strategy aimed at achieving a ceasefire in the Gaza Strip on Monday afternoon.

As part of this plan, President Trump is set to lead an international “peace committee” tasked with overseeing the governance and restructuring of the Gaza Strip, a key step towards ending hostilities between Israel and Hamas.

The proposal outlines the following key elements:

  1. Gaza will be designated as a non-threatening area, devoid of fanatical terrorism.
  2. The region will be developed for the benefit of its residents, who have been suffering.
  3. If both sides agree, the conflict will soon deescalate, with Israeli forces preparing to withdraw to an agreed boundary in anticipation of a hostage release. During this interim, all military actions, including airstrikes, will be halted, and front lines will remain static until complete withdrawal conditions are fulfilled.
  4. Within 72 hours of Israel’s formal agreement, all living and deceased hostages will be returned.
  5. Upon the hostages’ release, Israel will free 250 individuals serving life sentences and 1,700 Gazans detained since October 7, including all women and children imprisoned in 2023. For each Israeli hostage released, Israel will also return 15 deceased Gazans.
  6. After the hostages are freed, members of Hamas who choose peaceful coexistence and renounce weapons will receive immunity. Those wishing to leave Gaza will be given safe passage to another country.
  7. Once the agreement is accepted, aid will be sent to Gaza immediately, consistent with terms outlined on January 19, 2025. This includes support for infrastructure—like water, electricity, sewage—as well as hospital and bakery rehabilitation and equipment to clear rubble and restore roads.
  8. Distribution of aid will be coordinated by the United Nations and other impartial organizations, ensuring smooth entry into Gaza. The Rafa crossing will be managed similarly to the January 19 agreement.
  9. Gaza will be supervised by a non-political Palestinian Commission tasked with providing public services and managing local government operations. This body will consist of qualified Palestinians and international experts, overseen by the newly established Peace Commission led by President Trump. Funding for Gaza’s redevelopment will be managed until local authorities complete their reform processes.
  10. The Trump Economic Development Plan will draw from experts who have successfully developed modern cities in the Middle East, crafting investment proposals designed to integrate security and governance frameworks that incentivize job creation and growth in Gaza.
  11. An economic zone will be created to offer favorable tariffs and access terms for participating nations.
  12. Residents will not be compelled to leave Gaza; those who wish to depart may do so with the option to return. However, the focus will be on encouraging individuals to remain and improve their circumstances.
  13. Hamas and other factions will agree to refrain from participating in Gaza’s governance. All military structures, including tunnels and weapon facilities, will be dismantled and prohibited from rebuild efforts. An independent monitor will oversee the demilitarization process, supported by internationally funded buyback and reintegration initiatives.
  14. Local partners will provide guarantees to ensure compliance from Hamas and other factions, affirming that the new Gaza will not threaten its neighbors.
  15. The U.S. will collaborate with Arab and global partners to establish a temporary International Stabilization Force (ISF) for immediate deployment to Gaza, aiding local police forces and consulting with Jordan and Egypt for training support. This effort aims to provide a long-term internal security solution while ensuring safe borders and facilitating the flow of goods needed for rebuilding.
  16. Israel will not occupy or annex Gaza. Following the ISF’s establishment of order, the Israeli Defense Forces (IDF) will withdraw according to mutually agreed conditions linked to demilitarization, ensuring Gaza poses no threat to Israel. The IDF will gradually relinquish control as the ISF assumes responsibilities.
  17. If Hamas obstructs or refuses the agreement, aid operations and territorial governance will proceed unimpeded under IDF control.
  18. A dialogue process will be initiated to promote tolerance and coexistence, aiming to shift the narrative for both Palestinians and Israelis by emphasizing the advantages of peace.
  19. As Gaza undergoes redevelopment, successful implementation of the Palestinian Authority’s reform program could lead to conditions favorable for Palestinian self-determination and statehood aspirations.
  20. The U.S. will facilitate discussions between Israel and the Palestinians to establish a framework for peaceful coexistence and mutual prosperity.
