Ukraine’s Alleged Funding Scheme for Biden’s Campaign

Discussions reportedly took place in Ukraine regarding a scheme to redirect U.S. taxpayer money for the benefit of then-President Joe Biden’s campaign and the Democratic National Committee, aimed at bolstering Biden’s chances for re-election against Donald Trump in 2024. This information surfaced from an intelligence report accessed by Ukraine’s government news agency.

The declassified documents, which were collated from U.S. intelligence intercepts in late 2022, suggest that there was minimal interest from the Biden administration in investigating these claims, as noted by various news outlets.

Officials expressed concern that “this method would result in a large portion of U.S. funds being diverted to Joe Biden’s campaign without being able to accurately trace the source of the funds.” These taxpayer dollars were originally allocated to support clean energy projects in Ukraine due to the ongoing conflict with Russia.

Several reports indicated that Ukrainian authorities, along with unspecified U.S. officials, had devised a plan to utilize hundreds of millions of U.S. taxpayer dollars for infrastructure development in Ukraine through USAID in Kyiv, potentially covering up approximately 90% of the funds earmarked for the Democratic National Committee to finance Biden’s re-election efforts.

According to the reports, there was initial confidence that the funding would proceed, even if the project was later deemed unnecessary. Presently, funds have been allocated, making it almost impossible to retrieve or redirect them for other uses.

The report identified two U.S. subcontractors that might benefit from these funds, though the names were not disclosed in the documentation available to news organizations.

“The plan outlined mechanisms for funding subcontractors through a U.S. company, complicating efforts to trace how the money is utilized and distributed,” the report further elaborated. “Contracts established would also be challenging to verify, effectively funneling a considerable amount of U.S. funds toward Biden’s campaign, making the source difficult to trace.”

Tulsi Gabbard, Director of National Intelligence, allegedly learned about these intercepts and has since urged USAID to investigate whether the purported plan was executed and whether it warrants referral for criminal charges to the FBI.

Reports indicate that Gabbard’s team has uncovered no significant evidence suggesting a thorough investigation of the allegations during Biden’s term. Notably, the communications under scrutiny do not appear linked to Russian disinformation efforts.

In a social media post, former President Trump shared a related article detailing the situation. Meanwhile, a spokesperson for Gabbard confirmed that they are reviewing pertinent materials in the possession of USAID.
