US plan to resolve Ukraine conflict raises concerns among European partners

President Trump Affirms Commitment to Peace Between Ukraine and Russia

Tommy Piggott, a spokesperson for the State Department, discussed President Donald Trump’s plans aimed at fostering peace between Ukraine and Russia. The proposed deal is said to involve Ukraine conceding more territory.

A framework for peace, backed by the U.S. and crafted by Special Envoy Steve Witkov through discussions with contacts in Kiev and Moscow, has caused unrest among European allies. This situation is putting additional pressure on Ukrainian President Volodymyr Zelenskiy.

In a recent video address, Zelenskiy expressed the gravity of the situation, stating, “This is one of the most difficult moments in our history.” He firmly rejected any acknowledgment of Russian sovereignty over Ukrainian land, indicating he would work with the U.S. “calmly.” He remarked that Ukraine currently faces intense pressure and must make hard decisions—whether to lose its dignity or potentially alienate a vital partner.

According to various media reports, the draft proposal suggests that Kiev would have to give up control of the eastern Donbas region to Russia. Additionally, it seeks to limit long-range Western attacks into Russian territory and cap Ukraine’s military at around 600,000 troops.

Witkov and Secretary of State Marco Rubio have reportedly been collaborating on this plan, and Trump has been briefed and is in favor of aiming for a finalized agreement by the holidays.

During talks in New York ahead of a crucial UN Security Council meeting, Witkov met with Ukrainian officials, describing the discussions as “very productive.”

Following a conversation with Vice President Vance and German Chancellor Friedrich Merz, Zelenskiy is preparing to speak with Trump as European leaders assess the proposal’s implications. Zelenskiy mentioned that Ukraine has officially acknowledged this plan and is ready for “constructive, honest and expedited work.” He has steadfastly denied any acceptance of Russian claims over Ukrainian territories, asserting, “There is no reward for going to war.”

Ukrainian sources cited that Kiev’s key concerns include restrictions on NATO membership, territorial sacrifices, and troop reductions. A former official even labeled the draft’s demands as “political suicide,” arguing that it could force Zelenskyy to be accountable for losing about 20% of Ukraine.

From Moscow, Kremlin spokesperson Dmitry Peskov noted that there haven’t been in-depth discussions regarding the proposal between Washington and Moscow, though dialogue is ongoing. “While there are ideas circulating on the American side, nothing substantive has been solidified. We remain open to peace negotiations,” he stated.

At a recent Security Council briefing, U.S. Ambassador to the UN Mike Walz emphasized the urgency, asserting that diplomacy is essential for achieving a lasting peace. He highlighted that the U.S. has proposed generous terms to Russia, including potential sanctions relief, and assured that under Trump’s leadership, there will be a continued effort toward peace with Ukraine.

Ukraine’s deputy UN representative, Kristina Hayovyshyn, firmly rejected any agreements that compromise Ukraine’s sovereignty during the Security Council meeting. She stated, “The territory of Ukraine temporarily occupied by the Russian Federation will never be acknowledged as Russian.” Hayovyshyn further demanded that Ukraine’s right to self-defense and military capabilities be respected.

The proposal has caught many European leaders off guard. Reports indicate that leaders from Germany, France, and the UK met with Zelenskiy to reaffirm their unwavering support for Ukraine’s pursuit of a just and lasting peace. Meanwhile, the dimensions of the U.S. proposal, which caught many by surprise, are still being unpacked by diplomatic circles. German Chancellor Merz even canceled domestic appointments for urgent discussions with both Zelensky and Trump.

Zelenskiy is expected to discuss the essential elements of this plan and the non-negotiable red lines with President Trump soon.
