According to the memo, the VA “has conducted a comprehensive care review on identifying veterans and went through a rulemaking process to modify any medical benefit packages that appear to be necessary, and this withdrawal will not affect existing clinical guidance.”
The VA argues that these procedures are not offered “gender-affirming” surgery through facilities or non-VA care, as they have already been excluded from the medical benefit package. Additionally, VA does not cover plastic reconstruction surgery due to cosmetic or gender changes. The department also requires medical needs for the surgical care provided, and gender change surgery remains unfair as treatment.

The memo says that directives providing transgender treatment, such as hormone therapy, prosthetic devices and other tools, have been withdrawn because they “do not comply with Trump's executive orders” to “protect women from gender ideology and restore biological truths.”
According to the New Guidance, transgender and intersex veterans will continue to receive from the VA as “compatible with standard of medical practices that are compatible with standard of commonly accepted medical practices.”
Regarding the VA facility, the memo states that the department “already handles that all intimate spaces, such as bathrooms and locker rooms, are designated for sex (M, F) or unisex (for example, one door, one stall bathroom, etc.), adding that all “signs have been changed” related to gender identity.

Also, in line with Trump's order, VA maintains gender space based on biological sex. Under this directive, decisions regarding hospitalized patients and residential rooms allocation will be made in accordance with clinical guidance. Veterans may be assigned to private rooms or bathrooms if necessary.
Trump's executive order, signed in January, requires federal agencies to adopt a gender definition as only recognising men and women. The term “gender” should be replaced with “gender” in official federal sources, prohibiting funding for treatment and programs for sex change that promotes “gender ideology,” and prohibiting transgender individuals from participating in institutional use and programs that are in line with gender identity.

The Pentagon has also set a month-end deadline to voluntarily say goodbye to the transgender Marines, seafarers, airmen and guardians as part of Trump's order to step down all transgender service members.
VAs typically provide medical care, benefits and support to veterans, including medical care, disability benefits and financial support. It also helps veterans move from the military to civilian life. An internal memo obtained last week by The Associated Press said the division will be another target in Trump's plan to reduce the federal workforce, with 80,000 cuts expected.
