ICE Arrests Venezuelan Fugitive for Torture and Attempted Murder
Officers from Immigration Customs Enforcement (ICE) have apprehended a Venezuelan man in connection with torture and attempted murder. The individual, who had fled to the United States, was released from detention during the Biden administration’s catch-and-release strategy.
Raul Enrique Palgas Rodriguez, 31, was arrested in Plano, Texas on August 14. His capture resulted from a collaboration between ICE Enforcement and Removal Operations (ERO), some former U.S. representatives, and the Texas Director of Public Safety.
“This individual is a dangerous criminal who allegedly tortured a young woman using alarming methods that included some twisted versions of Russian roulette,” stated Joshua Johnson, the deputy field office director in Dallas. “After the woman’s escape, he fled to the U.S. and, with help from the Border Patrol, we were able to locate him and ensure he faces justice back in Venezuela.”
A video uploaded by ICE captured Rodriguez appearing visibly distressed when an ERO officer escorted him from a police vehicle.
Reports describe how, in February 2021, Rodriguez lured a woman to his workshop, brandishing a black pistol. He unnervingly pointed the weapon at her and then placed it on his own head, before manipulating the bullets and again aiming the gun at her.
Fortunately, the woman managed to escape, prompting Rodriguez to leave the country. He entered the U.S. illegally on August 10, 2022, near Eagle Pass, Texas. After being apprehended by Border Patrol in the Del Rio sector, he was released under Biden-era policies. He was later arrested for assault 15 months afterward at the Dallas County Jail but was again released due to “prosecutorial discretion.”
ICE received tips suggesting Rodriguez was residing in northern Texas. The Border Patrol notified them of an aggressive warrant out for his arrest in Venezuela related to attempted murder charges. An ICE agent and a Texas DPS trooper worked together to detain him that same day.
Currently, Rodriguez remains in ICE custody as he awaits the outcome of his immigration proceedings.
