White House Highlights Democrat Support for Illegal Immigrant Health Care
The White House has recently shed light on Democratic efforts to grant health care access to illegal immigrants during the Biden administration, based on a memo acquired by various sources.
This document details steps taken by the Biden administration aimed at extending Obamacare and Medicaid benefits to those who are undocumented. Remarkably, the memo surfaced amid the ongoing government shutdown, which Republicans attribute to Senate Democrats refusing to approve a basic budget resolution that doesn’t reinstate healthcare funding for illegal immigrants.
According to the memo, “federal resources have been misused by the Biden administration and Democratic states to facilitate health care for illegal immigrants.” It points out that “14 states and the District of Columbia have ‘state-funded’ health care programs for illegal immigrants,” with California, Colorado, Connecticut, Illinois, Maine, Massachusetts, Minnesota, New Jersey, New York, Oregon, Rhode Island, Utah, Vermont, and Washington included in that list.
The Centers for Medicare and Medicaid Services is currently auditing eight of these states. In California’s case, the memo specifies that the state leveraged a federal loophole to support its Medicaid program for illegal immigrants. However, concerns persist regarding the integrity of such state-level programs.
In fact, one investigation from the Department of Health and Human Services revealed that within a year, California improperly claimed $52.7 million in federal Medicaid funds aimed at covering illegal immigrants. This happened because the state failed to appropriately separate emergency Medicaid funding from non-emergency funds.
The memo also addresses how the Obama-era health care law allows states to bypass certain requirements, thereby enabling undocumented individuals to qualify for federally funded health care. It emphasizes that the Biden administration has approved multiple state waivers allowing illegal immigrants to enroll in health insurance coverage.
These waivers not only permit federal funds to subsidize coverage for illegal immigrants but also lead to “pass-through” payments for states, which effectively cover the difference in federal spending on Obamacare subsidies before and after the waivers.
What’s more, these “pass-through” payments have been utilized to offer subsidies for illegal immigrants who meet the criteria established under this waiver. This creates an indirect channel through which undocumented individuals benefit from federal funds designed for broader health care access.
Instances from Democrat-led states such as Colorado, Maryland, and Washington are cited as examples of waivers enabling these provisions for illegal immigrants.
Interestingly, Medicaid expenditures on emergency services for illegal immigrants have nearly tripled since Biden took office, soaring from $3.07 billion in fiscal year 2020 to a staggering $9.12 billion projected for fiscal year 2024.
The memo stresses that Medicaid law gives states a 90-day period to confirm an applicant’s immigration status, known as a “reasonable opportunity period.” Traditionally, states could limit the number of such periods an individual could utilize, but the Biden administration has changed this. By doing so, it became easier for illegal immigrants to receive federally funded coverage without undergoing a thorough verification process.
This has seemingly opened up a new avenue for undocumented individuals to access health care benefits.
