Allegations Against New York City Mayor and NYPD Leadership

The former interim police chief has accused Mayor Eric Adams and his senior officers of operating the NYPD as a “coordinated criminal conspiracy.” He claims they engaged in fraud to favor loyal allies while allegedly rewarding those who oppose them, according to a recently filed lawsuit.

Thomas Donlon, who took charge of the NYPD after Edward Kaban’s resignation following various federal investigations, submitted a detailed 251-page lawsuit on Wednesday morning in the Southern District of New York.

According to the lawsuit, “The coordinated criminal conspiracy was ingrained at the highest level of urban governments.” It alleges the misuse of public resources through wire fraud, mail fraud, honest services fraud, and retaliatory actions against whistleblowers.

Donlon has accused certain police officers of abandoning lawful governance and using the NYPD to bolster political power, obstruct justice, and punish dissent.

The former interim chief also contends that individuals in leadership roles have used his commissioner signature to fabricate internal documents, promoting politically connected officers over those who have genuinely earned their positions.

He emphasizes that this pattern of corruption has resulted in significant illegal transfers of public funds, such as inflated salaries, unnecessary overtime eligibility, enhanced pensions, and increased retirement benefits amounting to millions.

Donlon’s tenure has been marked by ongoing clashes with senior NYPD officials since he assumed his role last fall.

Public tensions surfaced during the New York City Marathon when former vice-chairman Tarik Shepherd, responsible for public information, was reportedly restrained from confronting Donlon directly amidst heightened emotions.
