Housing expert says Mamdani's rent freeze proposal is a serious blow to the city

A former New York City Democrat, now leading the New York Apartment Association, has expressed strong concerns regarding the rent freeze initiative proposed by mayoral candidate Zohran Mamdani. According to him, this plan could worsen the already critical housing situation in the city.

“Mamdani’s idea to freeze rents for rent-stabilized apartments, which account for nearly 40% of New York City’s housing, could drive the housing stock towards a situation described as practically bankrupt by the NYU Furman Center,” he explained. “If his goal is to make housing more affordable, it might actually lead to financial failure instead.”

Mamdani has faced pushback from experts over his rent freeze proposal. His campaign site states that as mayor, his priority will be to temporarily halt rent increases for stable tenants while increasing resources aimed at making housing more affordable.

Burgos noted that many housing challenges stem from government actions in the first place. “Most costs associated with housing are government-controlled, property taxes being the most significant,” he explained. He insists it’s vital to have discussions about these costs rather than simply freezing rents.

Burgos emphasized that his association represents property owners of all sizes. He cautioned that if a mayor were to come into office with a primary focus on freezing rent, it could create a situation where operational costs for buildings continue to rise, ultimately leading to disastrous outcomes.

He highlighted a contradiction within Mamdani’s proposal: those low-income and working-class individuals he aims to help might end up suffering due to the unintended consequences of his rent policy.

“This crisis is particularly severe in low-income areas, especially communities of color, where some relief from growing bills would be beneficial. However, we should be discussing targeted programs for assistance,” Burgos said. “A blanket approach could expose many tenants to more severe problems, potentially risking their housing.”

Burgos concluded that tackling housing issues requires more than just slogans. “We need to engage in tough conversations about affordability and costs,” he stated, reminding us that the majority of the city’s revenue comes from property taxes. He suggested that Mamdani’s ambitious plans could hurt the finances that support essential services.
