Austin Lawmakers Depart to Halt Voting on Redrawn Congressional Map

Several Texas lawmakers left the state on Sunday in a bid to prevent a vote on a newly proposed congressional map that aims to add five Republican seats to the US House of Representatives.

At least 51 Democratic representatives opted to exit Texas, with some reportedly heading to New York, while others indicated they were going to Illinois. The governors of these states have publicly shown support for their actions.

Kendall Scudder, the Texas Democratic Chairman, released a statement on Sunday backing the quorum-breaking move. He criticized Governor Greg Abbott for supposedly holding flood rescuers “hostage” to facilitate the gain of five congressional seats, which he claims has White House backing from former President Donald Trump.

Back in June, Trump expressed his desire to expand Republican representation in Texas during a meeting with state Republicans. Scudder condemned Abbott’s approach, stating that the governor’s actions were not just politically motivated, but rather a direct attack on the rights of Texas residents.

The current situation could stall legislative progress, as House rules require a two-thirds presence of the 150 members. Lawmakers leaving Texas face a fine of $500 per day for absenteeism.

Meanwhile, Texas Republican Chairman Abraham George characterized the Democrats as “co-sick” and suggested they should be pursued and arrested for their actions.

He claimed that while Republicans work to ensure fair representation reflecting the people’s will, Democrats are trying to evade their responsibilities and silence voices in Texas.

Both parties seem to be leveraging the situation for fundraising opportunities.

This special session is quite brief, lasting only 12 days.

Texas Democrats Explain Their Exit

Jean Wu, the Texas House Democratic Caucus Speaker, voiced that the decision to leave was made with “absolute moral clarity.” He criticized Abbott for including redistricting discussions in a session that should focus on disaster recovery efforts.

“Governor Abbott is manipulating victims of disaster for political gain,” Wu stated, claiming that the governor’s proposed maps would disenfranchise many Texans.

Other Democrats also addressed their reasoning for breaking quorum through social media statements. Representative Anne Johnson remarked that the governor seemed more interested in pushing Trump’s agenda than genuinely assisting flood victims.

Rep. James Tarico described the situation as “corruption manifesting the broken political system,” arguing that the timing of the redistricting is unfair and contrived.

“It’s like two teams changing the rules mid-game to secure a win. It’s simply wrong,” said Tarico.

He further emphasized that while they may not be in Texas, they are still fighting for their constituents’ interests.

Calls for Arrests and Political Tensions

Texas Attorney General Ken Paxton called for the arrest of quorum-breaking legislators, reiterating that all measures would be considered if the House fails to achieve quorum. Likewise, House Speaker Dustin Burrows indicated that “all options were on the table” should the situation worsen.

The House Sergeant has the authority to secure absent representatives, but this can only occur once it is officially confirmed that quorum is lacking.

Some Republicans have voiced support for arresting absent Democrats, albeit with varying rationales regarding enforcement of responsibilities.

On the other hand, Democratic National Committee Chairman Ken Martin highlighted the attempts of Republicans to manipulate the system for their benefit, urging a fight against what he perceives as an erosion of democratic principles.

Several lawmakers, including US President Greg Casar, echoed sentiments about the Democrats standing up for democracy against what they consider corrupt tactics. They believe the proposed map could fundamentally alter the political landscape in Texas.

Casar remarked, “Donald Trump’s plans to change our districting could undermine our electoral processes as we head into crucial elections.”
